Council President Brossard: <br />Councilman Scarl, Chairman of the Public Safety, Health, and Welfare Committee. Do you have <br />a report this evening? <br />Public Safety, Health and Welfare Committee <br />Councilman Scarl: <br />I do, Mr. President, thank you. <br />The Public Safety, Health, and Welfare Committee met on Tuesday, November 12, 2024 at 7:30 <br />p.m. Present were Committee Members Scarl, Hemann, and Madden. Council Members <br />Glassburn, Gilchrist, and Shymske. Council President Brossard, the Mayor, the Directors of Law, <br />Finance, HR, Economic Development, Safety, Service, the Assistant Law Director, Special <br />Assistant to the Mayor, and guests. <br />• First item discussed was Resolution 2024-104, the OPBA Dispatcher CBA. Mr. Esposito <br />presented the highlights of the Dispatcher CBA, emphasizing that these were modeled <br />after previous settled agreements and followed a similar pattern in terms of <br />restructuring wage increases. A key focus was addressing concerns from dispatchers <br />regarding the increased workload due to expanding dispatching services. The agreement <br />included a one-time lump sum payment as compensation for this increased workload, <br />but it was not added to the base salary. Other consistent terms included similar patterns <br />for insurance and wage structure, along with rolling in weekend pay and lead <br />certification pay. The agreement also enhanced the training dispatcher supplement and <br />introduced provisions for a lateral higher credit process to help attract and retain <br />candidates by offering discretionary credits for vacation and longevity. After a brief <br />discussion, the committee voted 3-0 to recommend to Council. <br />• Next on the agenda was Resolution 2024-111, the FOP Corrections CBA. Mr. Esposito <br />again discussed the collective bargaining agreement, noting it followed the pattern of <br />previously settled contracts with patrol and ranking officers under the FOP agreement. <br />He highlighted that certain provisions, like the shooting bonus, were excluded as they <br />were not relevant to this bargaining unit. The agreement incorporated ancillary pays <br />into base rate and offered similar wage increases. Insurance provisions and lateral <br />higher options remain consistent with the standard terms. Resolution 2024-111 was <br />recommended to Council by a vote of 3-0. <br />• Next discussed was Resolution 2024-109, the Fairview Park Dispatching Contract. <br />Director Scofield discussed the renewal of the dispatching services contract for the City <br />of Fairview Park Police. The new agreement increases the annual fee from $225,000 to <br />$265,000, with a 3% annual increase in years two and three of the contract. She noted <br />that the renewal is a continuation of the initial three-year contract signed in 2021 and <br />has been agreed upon by both parties after discussion involving the Mayors and Police <br />Chiefs.
