that if purchases are made before purchase orders are submitted to Finance, we have to <br />do an adjustment for Then and Now Certificate. Finance noted the reasons for those <br />certificates, there was an uptick in the second quarter of which those items were <br />reviewed, and the Committee felt comfortable with the reasons that those were <br />necessary purchases. Q3 appears to be back on previous trend related to these. There <br />was a lot of discussion about the process, of informing, as well as training, and the <br />motion to recommend 2024-106 was approved by a vote of 2-0. <br />• Next on the agenda was 2024-107, which is an Ordinance establishing the fixing the <br />compensation for elected officials of the City of North Olmsted for the term of office <br />commencing January 1, 2026 and ending December 31, 2029. So this is for all of the <br />positions that are up for election next year; so we always do this the year before. The <br />increased percentage was 4%, 3%, 3% which is aligned with other collective, non - <br />bargaining wages for this year. There was some discussion about disclosure tiers related <br />to salaries, and the Ohio State reporting for ethics and other financial filings. After <br />getting our arms around that the motion was recommended for approval by a vote of 2- <br />0. <br />• Next was Resolution 2024-112, which is a Resolution authorizing the Mayor to purchase <br />two (2) 2024 Ford F-550 Chassis, as equipped, from Valley Truck Centers, through the <br />State Purchasing Program, at a total cost of $193,914.00; and further authorizing the <br />Mayor to execute all purchase agreements, and declaring an emergency. These are <br />expected to arrive in the Summer of next year. These are going to be all -season trucks to <br />include plowing and salting, that motion to recommend was passed 2-0. <br />• Ordinance 2024-113, which is an Ordinance to make appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2024 and declaring emergency. The adjustments discussed related to <br />vacation buyback for non -bargaining property and casualty insurance, which was a 19% <br />increase. Adjustments for civil service testing, increase in overtime for safety and <br />service, senior van operations, adjustment for the general fund for investment <br />increases, building permit increases, recreation building improvements, and the law <br />enforcement trust. Also adjusted were Springvale Golf and Ballroom, property <br />insurance, and then credit card fees, as well as property issues for both increases. They <br />also had unemployment filing and an increase there, and the motion was held in <br />committee by a vote of 2-0 to further digest those adjustments. The meeting concluded <br />at 7:30 p.m., I think. I'll allow the Clerk adjust that if I'm off. Yeah, it looks like 7:30 p.m. <br />Next, the Finance Committee met this evening at 7:10 p.m. on November 19, 2024 to re -review <br />2024-113.
