CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2024 - 119 <br />BY: Mayor Jones <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC <br />SAFETY TO SOLICIT STATEMENTS OF QUALIFICATIONS <br />("S.O.Q.') FOR INDIVIDUALS QUALIFIED TO DEMOLISH AND <br />REMOVE DANGEROUS BUILDINGS LOCATED WITHIN THE <br />CITY OF NORTH OLMSTED DETERMINED TO BE A PUBLIC <br />NUISANCE, AND FURTHER AUTHORIZING THE MAYOR TO <br />ENTER INTO A CONTRACT WITH THE INDIVIDUAL SELECTED <br />7N THE R.F.Q. PROCESS AND APPROVED BY THE BOARD OF <br />CONTROL, AND DECLARINGANEMERGENCY. <br />WHEREAS, over the past several years the City of North Olmsted has <br />experienced multiple structure fires resulting in a total loss of the structures and, further, <br />the complete loss of the Pinball Shoppe due to a roof collapse; and <br />WHEREAS, on each occasion the Building Commissioner issued appropriate <br />orders condemning the building and ordering demolition to protect the public health, <br />safety and welfare; and <br />WHEREAS, in each instance of loss due to fire, the City has received from the <br />insurance carrier, pursuant to R.C. 3929.86, funds "to be used solely as security against <br />the total cost of removing, repairing, or securing incurred by the municipal corporation or <br />township pursuant to section 715.261 or 505.86 of the Revised Code" and <br />WHEREAS, on several occasions, demolition of condemned, dangerous <br />structures has been unreasonably delayed up to months due to negotiations between <br />contractors, home owners and other lien claimants; and <br />WHEREAS, delays in demolition resulted in noxious odors, unsightly conditions <br />and, in one instance, individuals ignoring the Building Commissioner's Order and <br />entering into the condemned, dangerous building; and <br />WHEREAS, it is the desire of the Administration to pre -qualify contractors to <br />demolish dangerous buildings condemned due to fire or other sudden, catastrophic loss <br />via the R.F.Q. process. Such pre -qualification would permit the City to move quickly <br />when necessary to safeguard the public health, safety and welfare by demolishing such <br />buildings, when other efforts fail to abate the condition within the required period of <br />time. Upon the occurrence of a qualifying event and an order to demolish a dangerous <br />building, the City would seek quotes from the pre -qualified vendors and proceed with the <br />contractor's quote deemed best under the circumstances as approved by the Board of <br />Control; and <br />
