Thank you. The Environmental Control Committee met on Tuesday,
December 10, 2024 at 7:26 p.m. in the Caucus room to discuss Ordinance 2024-120, which is an
Ordinance authorizing and ratifying emergency repair services performed by Chieftain Trucking
and Excavation Inc. on storm and sanitary sewers on Grace Road and declaring an emergency.
Present were the Mayor, Directors of Law, Finance, HR, Economic Development, Safety, Service,
Recreation, and Special Assistant to the Mayor, Committee Members Hemann and Madden,
Council Members Gilchrist, Glassburn, Limpert, and Scarl, and guests.
• Director Upton shared with Council that this relates to the townhome construction area
on Grace Road and necessary water line repairs that were needed in that section of
Grace Road. Chieftain Trucking and Excavation were on scene along with a crew from
Cleveland Water Department. There were initially three breaks that were being worked
on and during the process, additional breaks were found that also needed to be
repaired. Cleveland Water Department did the repairs that were their responsibility and
Chieftain did the other repairs on both sanitary and storm sewer lines. Ms. Hemann
asked if there was any billable repair work that could or should be paid for by Cleveland
Water. Director Kearney confirmed that none of the repairs that this Ordinance
addresses are the responsibility of Cleveland Water. They did pay for the repairs that
they were responsible for or took care of the repairs. Director Copfer also confirmed
12-17-24 Council Meeting Minutes - Page 10
