the Division of Engineering, and authorizing the Mayor, following approval of the Board
of Control, to contract for the same with the lowest and best bidder. The City Engineer
led the discussion, explaining that because of the pavement study that was done last
year, which resulted in a list of streets needing attention, it resulted in the ability to
expedite the related Resolution to Council. Some of the streets will have rejuvenation,
while others will have asphalt resurfacing. All streets were picked based on the PCI
rating of 40 or below. Crack sealing roads were not included in the Resolution, as this
will not be contracted out but done in-house. County roads were not picked for repairs
this year because county roads are eligible for County funding to help with associated
cost of repairs, and we need to wait for when the County has programs available with
funding that we can apply for when we fix County roads. Although Clague Road was
included in this list this year, even though it is a County road, because we already
applied for funding from the County and are hopeful to be awarded that funding. Roads
on the proposed schedule for the 2025 Road Program include Clague Road south of
Lorain Road, Clague Road, Mastic to Brook Park, Delmere Drive, Hawkins Drive, Kennedy
Ridge west of Columbia Road, Lebern Drive, Lewis Road, Lucille Drive, Lucydale Avenue,
Martin Drive, Mildred Avenue, West 230th Street, West 232nd Street, Woodmere Drive.
The total cost for the 2025 road repair includes $1,577,200 for asphalt resurfacing and
$123,000 for rejuvenation. There's an increased cost for this year from previous years
estimated to be approximately $300,000. Asphalt resurfacing is projected to be
completed within three to six weeks, while rejuvenation will be completed the day that
they are started. All City streets repairs should be done by the end of August this year.
Director Copfer reminded Council that this project is in the capital budget and we will
not be borrowing money for these repairs. The Resolution was then recommended to
council by Councilwoman Gilchrist, seconded by Councilman Shymske and passed by a
vote of 3-0.
The meeting went on to discuss Resolution 2025-2, a Resolution authorizing the City
Engineer to advertise for bids for the award of a contract to provide new pavement
markings to various streets and locations in the City as detailed in the specifications on
file and authorizing the Mayor, following approval of the Board of Control, to contract
for the same with the lowest and best bidder. The city engineer explained that this is an
annual expense, and that all the streets will receive pavement markings this year as only
main streets received new markings last year. Side streets did not receive pavement
markings last year, to save money and because they are only done every other year.
Resolution 2025-2 was favorably recommended to Council by Councilman Gilchrist and
seconded by Councilman Shymske and passed by a vote of 3-0. Then the Streets and
Transportation meeting concluded at 7:29 p.m., and that concludes my report. Mr.
President, thank you.
Council President Brossard:
Thank you. Councilman Madden, Chairman of the Intra -Governmental Relations Committee, do
you have a report this evening?
01-21-25 Council Meeting Minutes - Page 6
