Streets and Transportation Committee
Councilwoman Gilchrist:
Yes, Mr. President. I do have a report. The Streets and Transportation Committee met on
Tuesday, January 28, 2025, at 7:40 p.m. Present were Committee members Gilchrist, Madden,
and Hemann, Councilmembers Limpert, Mande, Scarl, and Shymske, Council President Brossard,
the Mayor, the Law Director, the HR Director, the Economic Director, the Safety Director,
Special Assistant to the Mayor, the City Engineer, and guests. The purpose of the meeting was
to discuss Resolution 2025-5, Resolution 2025-6, and Resolution 2025-10.
• The meeting started with Resolution 2025-5, a Resolution authorizing the Director of
Economic and Community Development to advertise for bids for the award of a contract
to provide construction services for the 2025 Sidewalk Program, as detailed in the
specifications on file, with the Department of Engineering, and authorizing the Mayor,
following approval of the Board of Control, to contract for the same with the lowest and
best bidder. The City Engineer explained that sidewalks were being inspected in Ward
4, and a list is being composed of sidewalks that are damaged and need to be fixed.
Residents will have until June 15, 2025, to repair their sidewalks, or the City will be
doing the repairs, and charging the residents for those repairs. Replacement of
sidewalks will be the only option to residents if the City is doing the repairs. Residents
will receive a letter with details of what sidewalk areas were identified at their address,
with the directions on the repair process. Resolution 2025-5 was favorably
recommended to Council by Councilwoman Gilchrist, and seconded by Councilman
Madden, and passed by a vote of 3-0.
• The meeting then moved on to 2025-6, a Resolution declaring the necessity of
construction and repair of certain sidewalks in the City of North Olmsted, by abutting
property owners, the construction, repair, and assessment of the cost of sidewalks in
certain cases by the City. The City Engineer explained that due to the weather,
additional time is needed to assess sidewalks, and asked that this Resolution be held in
Committee until the list is complete. Resolution 2025-6 was recommended to be held in
Committee by Councilwoman Gilchrist, and seconded by Councilman Madden. Motion
passed to hold in committee by a vote of 3-0.
• Finally, the meeting moved on to discuss 2025-10, a Resolution authorizing the Director
of Economic and Community Development to advertise for bids for the award of a
contract to provide construction services for the partial removal of Stearns Road noise
barrier, as detailed in the specifications on file, with the Division of Engineering, and
authorizing the Mayor, following approval of the Board of Control, to contract for the
same with the lowest and best bidder. Director Upton explained that this project is
already accounted for on the capital budget. The City Engineer explained that a portion
of the sound barrier wall on Stearns Road will be removed to make a street for the new
development that is being built. A study was done and submitted to ODOT for approval
of removal of up to 200 feet of sound barrier wall, which we are waiting for final
