Councilwoman Gilchrist, Chairwoman of the Streets and Transportation Committee, do you <br />have a report this evening? <br />Streets and Transportation Committee <br />Councilwoman Gilchrist: <br />Yes, Mr. President. I do have a report. The Streets and Transportation Committee met on <br />Tuesday, January 28, 2025, at 7:40 p.m. Present were Committee members Gilchrist, Madden, <br />and Hemann, Councilmembers Limpert, Mande, Scarl, and Shymske, Council President Brossard, <br />the Mayor, the Law Director, the HR Director, the Economic Director, the Safety Director, <br />Special Assistant to the Mayor, the City Engineer, and guests. The purpose of the meeting was <br />to discuss Resolution 2025-5, Resolution 2025-6, and Resolution 2025-10. <br />• The meeting started with Resolution 2025-5, a Resolution authorizing the Director of <br />Economic and Community Development to advertise for bids for the award of a contract <br />to provide construction services for the 2025 Sidewalk Program, as detailed in the <br />specifications on file, with the Department of Engineering, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the lowest and <br />best bidder. The City Engineer explained that sidewalks were being inspected in Ward <br />4, and a list is being composed of sidewalks that are damaged and need to be fixed. <br />Residents will have until June 15, 2025, to repair their sidewalks, or the City will be <br />doing the repairs, and charging the residents for those repairs. Replacement of <br />sidewalks will be the only option to residents if the City is doing the repairs. Residents <br />will receive a letter with details of what sidewalk areas were identified at their address, <br />with the directions on the repair process. Resolution 2025-5 was favorably <br />recommended to Council by Councilwoman Gilchrist, and seconded by Councilman <br />Madden, and passed by a vote of 3-0. <br />• The meeting then moved on to 2025-6, a Resolution declaring the necessity of <br />construction and repair of certain sidewalks in the City of North Olmsted, by abutting <br />property owners, the construction, repair, and assessment of the cost of sidewalks in <br />certain cases by the City. The City Engineer explained that due to the weather, <br />additional time is needed to assess sidewalks, and asked that this Resolution be held in <br />Committee until the list is complete. Resolution 2025-6 was recommended to be held in <br />Committee by Councilwoman Gilchrist, and seconded by Councilman Madden. Motion <br />passed to hold in committee by a vote of 3-0. <br />• Finally, the meeting moved on to discuss 2025-10, a Resolution authorizing the Director <br />of Economic and Community Development to advertise for bids for the award of a <br />contract to provide construction services for the partial removal of Stearns Road noise <br />barrier, as detailed in the specifications on file, with the Division of Engineering, and <br />authorizing the Mayor, following approval of the Board of Control, to contract for the <br />same with the lowest and best bidder. Director Upton explained that this project is <br />already accounted for on the capital budget. The City Engineer explained that a portion <br />of the sound barrier wall on Stearns Road will be removed to make a street for the new <br />development that is being built. A study was done and submitted to ODOT for approval <br />of removal of up to 200 feet of sound barrier wall, which we are waiting for final <br />02-04-25 Council Meeting Minutes - Page 6 <br />
