approval by ODOT. The wall will be removed, and the section will be saved, to be
<br />recycled in a different way in the city. Resolution 2025-10 was favorably recommended
<br />to Council by Councilwoman Gilchrist, seconded by Councilman Madden, and passed by
<br />a vote of 3-0. The meeting concluded at 7:48 p.m., and that concludes my report. Thank

<br />Yes, Mr. President Pro Tem, thank you. The Environmental Control Committee met on Tuesday,
<br />January 28, 2025, at 7:48 p.m. in the Caucus room to discuss Ordinances 2025-4 and 2025-8.
<br />Present were President of Council Brossard, Committee members Madden, Marrie, and Scarl,
<br />Councilwoman Gilchrist, Hemann, and Councilman Shymske, the Mayor, the Law Director, HR,
<br />Economic Development, Safety Directors, as well as the Special Assistant to the Mayor, City
<br />Engineer, and guests.
<br />• First on the agenda was Ordinance 2025-4, which is an Ordinance amending Ordinance
<br />2024-18 to correct an error in the sewer service area map, which was attached as
<br />Exhibit B. The sewer service map to which this Ordinance applies is located in Olmsted
<br />Township, and covers parcels along Fitch Road, and it was adopted originally in 2013. In
<br />2016, the sewer service map was modified to remove four parcels from the service map,
<br />referenced by 2016-77. Then in 2024, Cuyahoga County Department of Public Works
<br />asked the city to make a further change to the service map for the sewage treatment of
<br />a certain area of Fitch Road in Olmsted Township, that was referenced 2024-18; and at
<br />that time, the four parcels, which had been removed in 2016, were accidentally added
<br />back into the map. So Ordinance 2025-4 amends and corrects the sewer service area
<br />map, and is detailed in the amended Exhibit B. Mr. Madden made a motion to favorably
<br />recommend to Council Ordinance 2025-4 to make the correction. The motion was
<br />seconded by Mr. Marrie and the Committee voted 3-0 to recommend to Council.
<br />• Second was Ordinance 2025-8, an Ordinance amending Section 928.15, "Bond" of
<br />Chapter 928 of the Streets, Utilities, and Public Service Code, entitled Comprehensive
<br />Stormwater Management, to revise bond requirements when a comprehensive
<br />stormwater management plan is required. City Engineer Filarski and Director Upton
<br />explained that the purpose of the Ordinance is to make it more development -friendly by
<br />allowing the surety bond to be posted as an alternative to a cash bond being required.
<br />Some projects are quite costly, and the flexibility of posting a surety bond will avoid the
<br />need for large cash bonds to be posted, to assure compliance with the stormwater
<br />control measures. Some discussion was had with Mr. James Burns of Dover Center
<br />Road, expressing some concern over the wording of the purpose of the Ordinance,
<br />being confusing. After some explanation by Mr. Filarski and the Law Director, the Law
<br />Director advised that he will review the wording and, if needed, make modifications to
<br />wording, to make the purpose of the Ordinance clearer. Mr. Madden made a motion to
