<br />I do, Mr. President. Thank you. The Finance Committee met on Tuesday, February 25, 2025, at
<br />7:24 p.m. Present were all members of Council, the Mayor, Directors of Law, Finance, HR,
<br />Economic Development, Safety, Service, Recreation, the Mayor's Special Assistant and guests.
<br />• First on the agenda was Ordinance 2025-22, which allows the Mayor to accept NOPEC
<br />2025 Energized Community Grant. Mr. Massarolo advised the grant amount this year
<br />will be $79,893.00, that can be used for the energy efficient projects within the City.
<br />After a few questions from Council, the Committee voted 3-0 to favorably recommend
<br />Ordinance 2025-22 to Council.
<br />• Next on the agenda was Ordinance 2025-24, the permanent budget. The Finance
<br />Director provided an overview of the City's General Fund, emphasizing its importance as
<br />the primary funding source for essential services like safety forces and government
<br />operations. Director Copfer reported on the final 2024 financials, including a 1 million
<br />revenue increase, and a 2.5 expense increase, and also discussed financial flexibility,
<br />noting the use of special revenue funds to ease General Fund strain. Additionally, it was
<br />reported that the City's reliance on municipal income tax has grown over the years, now
<br />comprising of 45% of the General Fund revenue, while property and local taxes
<br />contribute 29%. Recent property tax reappraisals increased the General Fund revenue
<br />by 1.2 million. Lastly, Director Copfer summarized the 2025 revenue assumptions, a
<br />copy of which will be attached to tonight's meeting minutes. The Finance Committee
<br />voted 3-0 to hold in Committee until the budget hearings are conducted on March 1,
<br />2025, and the Committee concluded at 8:30 p.m.
<br />The Finance Committee met again on Saturday, March 1, 2025, at 8:32 a.m. Present were
<br />Committee members Scarl and Marie, Council members Hemann, Shymske and Gilchrist,
<br />Council President Brossard, the Mayor, the Directors of Law, Finance, HR, Public Safety,
<br />Economic Development, Recreation, Service and guests.
<br />The purpose of the meeting was to review the appropriations for each department as
<br />stated in Ordinance 2025-24. Some of the appropriations made were a new squad and
<br />generator for the Fire Department, an additional full-time employee for the Dispatch
<br />Center, hiring a Master Plans Examiner, the new neighborhood beautification grant
<br />program, purchasing the remaining school properties, upgrades to Springvale Ballroom
<br />and Phase 2 of the North Olmsted Park renovation. The Ordinance was amended to
<br />remove $132,000 from the Springvale budget, which was entered in error. Also to add
<br />$12,500 to Council's outside services, and the Capital Improvement items were
<br />removed, which are now included on Ordinance 2025-25 that will be discussed at next
<br />week's Finance Committee meeting.
