Building, Zoning and Development Committee
<br />Councilman Limpert:
<br />I do, Mr. President, thank you. The Building, Zoning, and Development Committee met on
<br />February 25th at 7:01 p.m. Present were Committee members Shymske, Gilchrist, Limpert, the
<br />rest of the Council, Safety Director, Service Director, Economic Development Director, Finance
<br />Director, HR Director, Special Assistant to the Mayor, Recreation Director, Safety Director, and
<br />guests.
<br />• Discussed was Ordinance 2025-17, which is the Comprehensive Plan. This was a
<br />continuation of discussions from February 110, when it was held in Committee. Director
<br />Upton noted that the last Comprehensive Plan was completed in 2015, and many of the
<br />items get carried over from one plan to the next. Discussed in the meeting was the
<br />community feedback section of the plan of work. Updates were made to Chapter 7, and
<br />the executive summary, for wording around "continuous improvement", as opposed to
<br />just "general improvement", related to training, recruitment and safety. Updates were
<br />made to Chapter 11, related to the term "affordability and housing" section. Mr. Upton
<br />noted that the plan process began back in November 2023 to March 2024, with a
<br />number of focus groups, and included community outreach to schools and partner
<br />organizations. The surveys continued on through April and September to include the
<br />City's Administration's presence at Homecoming to review the plan. After the review,
<br />the Ordinance was held in Committee by a vote of 3-0, and we'll be scheduling a follow-
<br />up meeting shortly. The meeting concluded at 7:13 p.m., Mr. President. That concludes

<br />All right. Councilwoman Hemann, Chairwoman of the Recreation, Public Parks, and Buildings
<br />Committee, do you have a report this evening?
<br />Recreation Public Parks and Buildings Committee
<br />Councilwoman Hemann:
<br />I do. Thank you, Mr. President. The Recreation, Public Parks, and Buildings Committee met on
<br />Tuesday, February 25, 2025, to discuss Resolution 2025-23. A Resolution authorizing the
<br />Director of Recreation and Public Engagement to apply for a grant from the Ohio Department of
<br />Natural Resources, (ODNR), in the amount of $15,000 wait... $150,000.00, as part of ODNR's
<br />Recreational Trails Program grant for new recreation trail construction at North Olmsted's
<br />Parks, and further authorizing the Mayor to accept the grant and execute all grant documents
<br />and declaring an emergency. The meeting was called to order at 7:15 p.m. Present were
<br />Committee members Hemann, Scarl, and Limpert, all Council persons, the Mayor, all Directors,
<br />and Special Assistant to the Mayor.
<br />• Director Pinchek explained that this grant is sponsored by the Ohio Department of
<br />Natural Resources and is a maximum amount of $150,000.00 with a 20% match. The
<br />purpose of the grant will be to create a perimeter trail at Barton Bradley Park. The trail
<br />will be six feet wide and constructed of asphalt. The trail will be U-shaped and will
<br />connect with the gravel paths, and be used as a resident walking trail, but will also be
<br />used for smaller service vehicles to maintain the park and perform routine tasks like
