debate, and public comment speakers should not expect a back -and -forth exchange. Council
<br />members may, however, ask clarifying questions of the speaker, of City staff, or of fellow
<br />Council members. Those attending City Council meetings should show the same respect to
<br />others that they wish to have shown to them. If there is anyone in the audience who would like

<br />Mr. Axel Hoyer:
<br />Well, I guess I'm the first one. My name is Axel Hoyer. I live on 23477 Greenwood Lane, which is
<br />the offshoot of Stoneybrook, and we're off Clague Road. I have some observations, and
<br />basically questions about the resurfacing or whatever rehabilitation of Clague Road. They just
<br />closed it off for the third time in the last year. And, you know, last year they put a pipe in, and
<br />they widened the entry to Maple Ridge. I thought some of the work got to be too late in the
<br />year. They didn't even paint the turning lane, but my biggest question or so is, since they closed
<br />off the north part of Clague off of Lorain, why was not some of the work done from Lorain past
<br />the apartment building and all that? The intersection of Clague and Lorain is just like a
<br />bombed -out tarmac. It's really bad. I drive on it every day, and there's a lot of commuter traffic
<br />and resident traffic, and to me, the project, doing these two separate projects, was just
<br />repetitive in terms of closing off the street. And why wasn't it more efficient maybe to do some
<br />of these things at the same time? Now we've had another closure, you know, I noted last week
<br />the first day all they did was put barrels up. Second day they put more barrels up. Third day I
<br />think they put the two-by-fours for the sidewalks at Maple Ridge, and now, you know, the
<br />Transportation Committee just approved work for Dover Center. As I understand, it wasn't
<br />necessarily going to be part of the budget this year. Well, the intersection at Clague and Lorain
<br />is horrendous. The south side of that street is just.. every 10 feet there's either a pothole or a
<br />seam, and then beyond that, it becomes concrete. So I have a lot of questions as to why it's not
<br />concrete, you know, all the way up to Lorain Road. And, you know, I know that work's going to
<br />be done here on Dover Center. That's all concrete, you know. It's not half the problems that we
<br />have on Clague, and so if the funding for Dover Center became an emergency, I just wonder
<br />why Clague and Lorain is not an emergency? I mean, it's commuter traffic. It's residential traffic.
<br />You know, you've got school buses, you've got garbage trucks, you know, the other day they
<br />extended the barrels from my entryway in Stoneybrook all the way to Westwood. Well, there's
<br />no work being done. But now you've now also — they've also, you know, closed off the
<br />northbound thing from half the other streets. So my biggest question is the efficiency of it. You
<br />know, are the contracts such that there's only so much work to do? And to me as a resident and
<br />observing this, it's kind of like, well, is it — this is how we do it? Yet at the same point in time,
<br />you know, people drive, they've got impact on their vehicles and all that. And, you know, I drive
<br />down Dover Center. Yeah, it's got potholes, but not — you know, the space from the north side
<br />of Clague to the south side where it becomes concrete is just horrendous. So, you know, I guess
<br />my question is those are observations I have. I don't know what the process is in terms of
<br />awarding contracts, and why it can't be more efficient. Because, you know, they redid the tree
<br />lawns twice, you know, because they had the one project and then they widened Maple Ridge,
<br />and then they didn't even paint the turning lane onto Maple Ridge. So those are a lot of
