So it's something that I think you as a Council needs to at least think about, and look at before <br />this thing is put in place. The other thing is with shopping centers... this new grocery store that's <br />being built, in the one leg of the shopping center would be required to be, I think, would be <br />required to be the new, under the new format; and then you'll have the new format with <br />attached to it on either side the old format. And again, some flexibility and looking at parking <br />under the new plan. Are they behind the building or is there any parking in front of the <br />building? And if it's behind the building, do you have to walk in through the back door past a <br />dumpster to get into the business or walk all the way around a city block or something to get in <br />or things like this? This is the kind of stuff you have to stop and think about before it's <br />addressed. The overall plan isn't bad, but I think the required implementation of it, the way it's <br />set forth here needs to be looked at. <br />Director Upton: <br />Yes, Mr. President, as was explained at Planning Commission, the overlay district has a lot of <br />flexibility within the lots themselves. So if you are adding on or creating on a lot, you can split it <br />off in a lot more flexible fashion, and the overlay district is drafted so that we don't become <br />Midway Mall; this district does not cause Midway Mall, it stops it from happening, which is <br />what we're trying to do. Thank you, Mr. President. <br />Council President Brossard: <br />Are there any other speakers regarding Ordinance 2025-21? <br />All right, seeing none, then we will move on to having the Clerk read the next issue before <br />Council this evening. <br />Council Clerk: <br />Ordinance 2025-19, an Ordinance providing for the amendment of the Zone Map of the City of <br />North Olmsted by rezoning Permanent Parcel Nos. 233-26-064, 233-26-065 and portions of <br />both 233-26-063 and 233-26-067, from B -One Family Residence District (1135) to Planned <br />Development (1157). <br />Council President Brossard: <br />Thank you, and as with the previous issue, I'll invite the Economic Development Director to give <br />Council and the audience a brief description. <br />Director Upton: <br />Thank you, Mr. President. As many on this body may remember, in January of 2024, we <br />selected Drees Homes through a competitive process to be the developer for the former Forest <br />School site. In contemplation of this project, Ordinance 2024-62 was passed, which allowed for <br />planned development zoning districts, and it said that in order to petition for a planned <br />development district, you have to own at least five acres, and you have to, in your petition, put <br />forward a site plan, which is preliminary in nature. <br />To be clear, this body will hear the preliminary site plan, and then Drees will have to come back <br />with the final site plan, so there are still three more sets of approvals beyond this, and so the <br />04-03-25 Public Hearing Minutes - Page 3 <br />
