Thank you, Mr. President. The Recreation, Public Parks and Buildings Committee met on
Tuesday, April 22, 2025, to discuss Resolution 2025-40. A Resolution authorizing the City
Engineer to advertise for bids for the award of a contract for phase two renovations at North
Olmsted Community Park as detailed in the specifications on file and authorizing the Mayor
following approval of the Board of Control to contract for the same with the lowest and best
bidder. The meeting was called to order at 7 p.m. Present were Committee Members Hemann,
Scarl and Limpert. Councilmembers Madden, Marrie, Shymske, the Mayor, all of the Directors,
and the Special Assistant to the Mayor.
• Director Pincheck addressed the Committee with the primary details of the amenity to
be included in phase two of the North Olmsted Community Park renovation, which
included the tennis courts, shelter space, walking trails, and splash pad. Director Pinchek
also addressed the question of the installation of underground electrical outlets and
water supply, which had been requested by the Community Council for use at events.
The cost of those improvements was estimated at upwards of $200,000. The decision
was made to not install water lines based on vendor setups, now being primarily a food
truck or trailer option, and that rather than install underground electrical lines, the
outlets we would supply would be supplying vendors with portable generators, which
are costing approximately $110 each. There are 14 generator purchases planned, and
they operate on a lifespan of hours used. Director Kearney suggested that several in the
Service Department have been in use for several years without loss of power supply.
The revision to the water and electrical component is an approximately $200,000
savings to the overall cost of the project. Ms. Hemann made a motion to approve 2025-
40, seconded by Mr. Scarl, that motion carried 3-0.
• Next on the agenda was 2025-43. A Resolution authorizing the Mayor to enter into a
preservation covenant agreement with the State Historic Preservation Office as a
condition of eligibility for the Save America's Treasures Grant funding for improvement
of Old Town Hall. Director Upton refreshed the Committee with the information of the
05-07-25 Council Meeting Minutes - Page 5
