• First on the agenda was 2025-46, an Ordinance Amending and Restating Section 957.01 <br />of Chapter 957, (Alcoholic Beverages on Public Grounds) of the Codified Ordinances of <br />the City of North Olmsted in order to permit alcoholic beverages to be sold and <br />consumed at the Saturday in the Park Concert Series at Barton Bradley Park, and <br />declaring an emergency. Director Pincheck explained that the 2025 Saturday Concert <br />Series will be held at the North Olmsted Park, but because of the construction, the <br />August 9 event will be held at the Barton Bradley Park. Council has previously approved <br />legislation that permits the sale of alcohol at the North Olmsted Park for events such as <br />Homecoming and the Saturday Concert Series, but has not yet approved legislation for <br />the sale of alcohol at the Barton Bradley Park facility because events of this type have <br />not been held there. Ordinance 2025-46 provides Barton Bradley Park as an additional <br />location under Chapter 957.01 of our City Code for the use of alcoholic beverages to be <br />offered for sale during specific events. It is important to note that the State of Ohio <br />requires a map be submitted in order to obtain the required permit for the sale of <br />alcoholic beverages at the park. The State's requirement must be met, which includes <br />where the alcohol can be sold and consumed. The areas are, for example, in roped -off <br />areas and not within certain distances of homes, and other areas so that a safe <br />environment is created. Those are the same requirements which are met, and when a <br />permit is requested and granted for the same use at the North Olmsted Park. Ms. <br />Hemann made a motion to approve recommending to all of Council Ordinance 2025-46, <br />seconded by Mr. Scarl. That motion passed 3-0. <br />• Next on the agenda was Ordinance 2025-47, a Resolution authorizing the Director of <br />Recreation and Public Engagement to advertise for bids for the award of a contract for <br />the Springvale Ballroom driveway installation and improvements project. As detailed in <br />specifications on file with the City Engineer and authorizing the Mayor, following <br />approval by the Board of Control, to enter into a contract for the same with the lowest <br />and best bidder. Director Pinchek discussed the upgrade to the Springvale Ballroom <br />facility that was presented to Council during our annual budget meeting. The ballroom <br />entrance will be redesigned to add a new driveway that will offer a drop-off area. The <br />drop-off area will be in front of the current doorway and then continue to the parking <br />lot, allowing guests direct access to the entryway without having to walk from the <br />parking lot. The new design will allow easier access for bridal party entrances, which can <br />then go directly to our newly upgraded bridal dressing room area, as well as for other <br />guests of Springvale. The enhancement offers cover from inclement weather for all <br />guests arriving at the Springvale facility. The design plan is one that was formulated <br />several years ago, but never implemented, which will create a small savings in the area <br />of design engineering. The estimated cost of the project is $94,000.00, and to be <br />included in that will be an updated delivery area, which is the area directly to the right <br />or south of the current entryway. Ms. Hemann made a motion to recommend 2025-47 <br />to all of Council, seconded by Mr. Scarl.
