Finance Committee
As the Committee Chair, there is no finance report this evening.
Councilwoman Gilchrist, Chairman of the Streets and Transportation Committee, do you have a
report this evening?
Streets and Transportation Committee
Councilwoman Gilchrist:
Yes, Mr. President, I do have a report. The Streets and Transportation Committee met on
Tuesday, May 13, 2025, at 7:41 p.m. to discuss Resolution 2025-45 and Resolution 2025-48.
Present were Committee Members Gilchrist, Madden, and Hemann, Council Members Marrie,
Madden, Limpert and Scarl, the Council President Brossard, the Mayor, the HR Director, the
Economic Director, the Safety Director, the Service Director, the Recreation Director, Special
Assistant to the Mayor and Guests.
• The discussion started with Resolution 2025-45, a Resolution authorizing the Director of
Economic and Community Development to advertise for bids for the award of a contract
to provide construction services for the partial removal of the Stearns Road noise
barrier, as detailed in the specifications on file with the Division of Engineering and
authorizing the Mayor, following approval of the Board of Control, to contract for the
same with the lowest and best bidder. Director Upton explained that this Resolution is
required legislation to remove part of the sound barrier on Stearns Road so that the
construction for the Forest school property can begin. Construction is set to start this
summer. Resolution 2025-45 was recommended to Council and passed by a vote of 3-0.
• The meeting moved on to Resolution 2025-48, a Resolution authorizing the Director of
Economic and Community Development to advertise for bids for the award of a contract
to provide construction services for the installation of traffic signalization and pavement
markings for the intersection of Walter and Lorain Roads as detailed in the specifications
on file with the Division of Engineering, and following approval of the Board of Control,
to contract for the same with the lowest and best bidder. Director Upton explained that
Resolution 2025-48 was an important safety issue. Construction at the new elementary
school site has increased traffic at the Lorain and Walter Road intersection. This
legislation will change the traffic signal from a three-way stoplight to a four-way
stoplight, increasing the safety of the traffic flow in that area. Resolution 2025-48 was
favorably recommended to Council and passed by a vote of 3-0. The Streets and
Transportation Committee meeting concluded at 7:48 p.m., and that concludes my
report, Mr. President. Thank you.
Council President Pro Tempore Scarl:
Thank you. Councilman Marrie, Vice Chair of the Environmental Control Committee, do you
have a report this evening?
05-20-25 Council Meeting Minutes - Page 5
