<br />Yes, Mr. President. I'll read the report provided by the Environmental Control Chair. The
<br />Environmental Control Committee met on Tuesday, May 13, 2025, at 7:48 p.m. in the Caucus
<br />Room. Present were Council President Brossard, Committee Members Madden, Marrie, and
<br />Scarl, Council Members Gilchrist, Hemann, Limpert, and Shymske. Also present were the
<br />Mayor, Directors of Human Resources, Economic Development, Safety, Service, and Recreation,
<br />the Special Assistant to the Mayor, and guests.
<br />• On the agenda was Resolution 2025-49, which is a Resolution approving the Solid Waste
<br />Management Plan as adopted by Cuyahoga County Solid Waste Management District
<br />and declaring an emergency. The Mayor shared with Council that she serves as the West
<br />Shore Region Representative on the Solid Waste Policy Committee for Cuyahoga
<br />County, and this is a continuation of the plan which has already been in effect. There
<br />will be some enhancements to the plan to improve education and litter collection at the
<br />local level, but the funding for the plan will remain at $2 per ton until 2040. Director
<br />Kearney also shared some of the enhancements to the plan will include efforts to
<br />increase the items that can be recycled in order to reduce the solid waste that goes into
<br />landfills. The new plan must be ratified by August 10, 2025. For the plan to be
<br />approved, it must be approved by 60% of the communities of Cuyahoga County,
<br />including the City of Cleveland. If communities fail to ratify the plan, the Ohio EPA will
<br />write the plan and order it to be implemented. The Committee voted 3-0 to
<br />recommend the Resolution to all of Council. The Committee meeting concluded at 7:56
<br />p.m. That concludes my report. Thank you.

<br />Councilman Shymske:
<br />Yes, I do, Mr. President. The Public Safety, Health, and Welfare met on Tuesday, May 13, 2025,
<br />at 7:58 p.m. in the Caucus Room. Those in attendance were Committee Members Shymske,
<br />Hemann, and Madden, Council Members Gilchrist, Limpert, Marrie and Scarl, Council President
<br />Brossard, Mayor Jones, and all Directors with the exception of Law and Finance.
<br />• There was one item on the agenda to discuss, Resolution 2025-44, Life Pack
<br />Defibrillators. The City will purchase four Life Pack defibrillators. They are replacing the
<br />current ones at a cost of $180,772.10. The City will receive credits for the old ones.
<br />Director Scofield explained that these are state-of-the-art and that they are in the
<br />budget. The life cycle of these packs is about five years and comes with a one-year
<br />warranty. A motion was made to favorably recommend Resolution 2025-44 and
<br />seconded and carried by a vote of 3-0. The meeting adjourned at 8:02 p.m. and that
<br />concludes my report.
