G. Active Uses at Street Level. <br />1. High -activity, non-residential uses such as retail establishments and restaurants must <br />comprise at least 70% of the first floor, when facing a primary street, to a depth of at <br />least fifteen feet (15'). Non-residential, accessory uses such as lobbies, gyms, meeting <br />rooms, or other amenity spaces may qualify as high -activity, non-residential uses as <br />determined by the Planning and Design Commission. <br />2. Residential uses are permitted on the first floor facing primary and secondary streets, <br />provided the requirements from 1150.04 (G) (1) above are met. <br />3. Stairs, storage, hallways, elevators, and indoor parking do not qualify as active uses. <br />4. A minimum of thirty-five percent (35%) of the first floor facing a primary street, or <br />twenty-five percent (25%) of the first floor facing a secondary street, shall provide <br />for active engagement of the streetscape through patio or outdoor cafe seating, <br />recreational amenities, landscaped garden or plaza area, or other means. <br />SECTION 1150.05 ADDITIONAL USE STANDARDS. <br />A. Additional Use Standards for Permitted Principal Uses. Permitted Uses identified with an <br />asterisk in Table 1150.04(A) are permitted only if Additional Use Standards, outlined in this <br />Section, are met. <br />1. Adult Group Home/Residential Facility Group Home. <br />a. All activities, programs, and other events shall be directly related to the <br />Conditional Use applied for and as it is granted, and any changes from the <br />approved conditional use shall be reviewed and approved by the Planning and <br />Design Commission according to the procedures in Chapter 1118. <br />b. The Applicant shall demonstrate adequate, qualified supervision and security <br />provision through an appropriate supervision and/or security plan. <br />i. All activities, programs, and other events shall be adequately and <br />properly supervised to prevent any hazard and to assure against any <br />disturbance or nuisance to surrounding properties, residents, or to the <br />community in general. <br />ii. Adequate supervision and security shall be provided on -site on a 24-hour <br />per day basis. <br />iii. The security plan shall be reviewed and approved by the Director of <br />Public Safety and the Chief of Police. <br />C. The applicant shall comply with the applicable parking regulations of the <br />Development Code and shall make adequate provision for on -site parking of <br />vehicles used by visitors and the home supervisors. <br />_ NORTH OLMSTED MALL AREA MIXED USE OVERLAY DISTRICT <br />
