1.2 PURPOSE & APPLICABILITY <br />PURPOSE <br />This Design Manual shall be used in <br />conjunction with Chapter 1150: Mall Area <br />Mixed Use (MAMU) Overlay District of the <br />Planning and Zoning Code. This Design Manual <br />is intended to: <br />■ Inform Planning and Design Commission <br />decisions to encourage a level of <br />consistency and predictability in the <br />review process. <br />■ Offer clarity and context to applicants on <br />important design elements to consider in <br />the design of developments. <br />■ Provide options and additional guidance <br />for how to achieve the standards outlined <br />in the Overlay District. <br />■ Enhance the overall design quality of new <br />development and redevelopment <br />■ Provide best practices that new <br />developments should follow rather than <br />repeat existing patterns where existing <br />buildings or developments do not provide <br />appropriate examples <br />■ Promote pedestrian -scale/ human -scale <br />development <br />■ Encourage active transportation by <br />ensuring bike/ped/transit connections <br />■ Encourage cohesive character that is <br />coordinated and connected and designed <br />with common themes <br />■ Encourage developments that provide an <br />appropriate interrelationship between the <br />various uses and structures and provides <br />architectural relief and interest <br />6 INTRODUCTION I JANUARY 31, 2025 DRAFT <br />APPLICABILITY <br />All developments subject to review and <br />approval under the MAMU Overlay District <br />regulations shall be subject to the design <br />criteria in this Design Manual. The MAMU <br />Overlay District is indicated on the North <br />Olmsted Zoning Map shown on the following <br />page. <br />INTERPRETATION <br />The Design and Planning Commission is <br />responsible for interpreting and applying <br />the Design Manual to ensure approved <br />developments fulfill the intent of the Design <br />Manual. <br />The sections outlined in MAMU Overlay <br />District —such as Section 1150,07 Design <br />Standards— contain mandatory requirements <br />which involve little to no discretion and should <br />be looked at first. The Design Manual expands <br />on these regulations and communicates <br />desired, preferred, or encouraged outcomes. <br />The design criteria contained herein allow for <br />a level of discretion and consideration by the <br />Design and Planning Commission on the basis <br />of feasibility and practicality. Where there are <br />site -specific constraints that prohibit the direct <br />implementation of certain outlined design <br />criteria, creative design solutions that meet <br />the intention of these guidelines should be <br />employed. <br />In all cases, if a criterion of the Design Manual <br />is in conflict with any regulations within the <br />MAMU Overlay District, the regulations of the <br />MAMU Overlay District shall apply. <br />Additionally, images contained in the Design <br />Manual are meant for illustrative purposes to <br />demonstrate the specific stated guidelines and <br />are not regulatory. <br />
