1.2 PURPOSE & APPLICABILITY PURPOSE This Design Manual shall be used in conjunction with Chapter 1150: Mall Area Mixed Use (MAMU) Overlay District of the Planning and Zoning Code. This Design Manual is intended to: ■ Inform Planning and Design Commission decisions to encourage a level of consistency and predictability in the review process. ■ Offer clarity and context to applicants on important design elements to consider in the design of developments. ■ Provide options and additional guidance for how to achieve the standards outlined in the Overlay District. ■ Enhance the overall design quality of new development and redevelopment ■ Provide best practices that new developments should follow rather than repeat existing patterns where existing buildings or developments do not provide appropriate examples ■ Promote pedestrian -scale/ human -scale development ■ Encourage active transportation by ensuring bike/ped/transit connections ■ Encourage cohesive character that is coordinated and connected and designed with common themes ■ Encourage developments that provide an appropriate interrelationship between the various uses and structures and provides architectural relief and interest 6 INTRODUCTION I JANUARY 31, 2025 DRAFT APPLICABILITY All developments subject to review and approval under the MAMU Overlay District regulations shall be subject to the design criteria in this Design Manual. The MAMU Overlay District is indicated on the North Olmsted Zoning Map shown on the following page. INTERPRETATION The Design and Planning Commission is responsible for interpreting and applying the Design Manual to ensure approved developments fulfill the intent of the Design Manual. The sections outlined in MAMU Overlay District —such as Section 1150,07 Design Standards— contain mandatory requirements which involve little to no discretion and should be looked at first. The Design Manual expands on these regulations and communicates desired, preferred, or encouraged outcomes. The design criteria contained herein allow for a level of discretion and consideration by the Design and Planning Commission on the basis of feasibility and practicality. Where there are site -specific constraints that prohibit the direct implementation of certain outlined design criteria, creative design solutions that meet the intention of these guidelines should be employed. In all cases, if a criterion of the Design Manual is in conflict with any regulations within the MAMU Overlay District, the regulations of the MAMU Overlay District shall apply. Additionally, images contained in the Design Manual are meant for illustrative purposes to demonstrate the specific stated guidelines and are not regulatory.
