Council President Brossard: <br />Thank you, Director. Moving into Council Committee reports. <br />Councilman Limpert, Chairman of the Building, Zoning, and Development Committee, do you <br />have a report this evening? <br />Building, Zoning and Development Committee <br />Councilman Limpert: <br />I do, Mr. President. Thank you. The Building, Zoning, and Development Committee met virtually <br />due to a power issue on the 26th of August of 2025. The meeting began at 7:02 p.m. Present <br />were Committee Members Gilchrist, Shymske, and Limpert, Council Members Hemann, <br />Madden, Marrie, Scarl, the Mayor, Law Director, Finance Director, Economic Development <br />Director, Safety Service, Recreation Directors, Special Assistant to the Mayor, and Guests. <br />• On the agenda first, we discussed PDC Case 241-2025, Chase Bank. They'll be located at <br />Brook Park Road and Great Northern Boulevard. Mr. Benson from Manick-Smith Group <br />was present on behalf of the applicant to answer any questions. Of note, the project <br />predated an adoption of the mall mixed -use zoning overlay and therefore does not need <br />to fully align with those zoning changes. However, the Economic Development Director <br />noted that the building footprint was moved to be closer to the corner versus the <br />previous lot design as part of aligning with that zoning effort. It will also have a look of a <br />two-story building with a second -floor faux fagade, and there will not be any curb cuts <br />along Brook Park or Great Northern Boulevard beyond the current entryway of the lot. <br />One of the conditions of the approval from the Planning Commission was that about <br />three-quarter acre be left undeveloped and restored as planting versus parking on the <br />lot, and the landscaping was approved, which will enhance the tree canopy of the site. <br />PDC Case 241-2025, Chase Bank, was approved with the recommendations of the <br />Planning Commission by a vote of 3-0. <br />• Mr. President, next on the agenda was SRTS Mid -Block Crossing, which is a mid -block <br />crosswalk for Lorain Road near North Olmsted Library to allow safer crossing for school - <br />walkers and those walking to the library. This is 100% grant -funded primarily through <br />the $275,000 from Ohio Department of Transportation for the crossing. This will be <br />implemented as part of the 2026 Lorain Road repaving project. The plan also included <br />pedestrian walk or hybrid beacon at the site. Mr. Limpert and Ms. Gilchrist questioned <br />whether there should be trees in the mid -section of the crosswalk, and the feedback <br />from Mr. Upton was that some believe that those trees lead to slowing of vehicles as <br />they approach the crosswalk. Mr. Limpert and Ms. Gilchrist expressed some concerns of <br />visibility with those being there. Additionally, Mr. Upton noted that the maintenance <br />plan for the landscaping will be in place to ensure that it is present and cared for long <br />after it is put in place. Mr. Limpert noted that he may propose an amendment, which I <br />will do tonight, related to the trees, after further research.
