• Lastly on the agenda was Ordinance 2025-84, which is to add a part-time clerical <br />support position to the Service Department. The position will assist current <br />administrative assistant in handling residence calls and workload, and Council agreed it <br />was necessary support for that very busy department. The Committee favorably <br />recommended it to Council by a vote of 3-0, and Mr. President, the Finance Committee <br />concluded at 8:10 p.m. Thank you. <br />Council President Brossard: <br />Thank you. Councilman Madden, Chairman of the Environmental Control Committee, do you <br />have a report this evening? <br />Environmental Control Committee <br />Councilman Madden: <br />Yes, Mr. President. Thank you. The Environmental Control Committee met virtually on Tuesday, <br />August 26, 2025, at 8:52 p.m. Present were Committee Members Madden, Marrie, and Scarl, <br />and Councilwoman Gilchrist, Councilmen Limpert, and Shymske. All members of the <br />administration were also present. On the agenda were Ordinance 2025-35 and Ordinance 2025- <br />36. <br />• Ordinance 2025-35 is an Ordinance amending and restating Section 159.04 of Chapter <br />159 (Arts Commission) of the Codified Ordinances of the City of North Olmsted in order <br />to provide review standards for creation of murals on private property. Director Upton <br />shared that this legislation came about after the tragedy involving Julian Wood and the <br />creation of a mural in his honor that was created on the side of a building. These <br />Ordinances are an attempt to establish guidelines for the creation of art within the city <br />and the Arts Commission role in oversight of such art. A discussion led by Councilwoman <br />Gilchrist determined that the wording should be amended to eliminate the private <br />property designation in order to not infringe on residential property. Both pieces of <br />legislation will be amended to make that change. The Committee voted 3-0 to <br />recommend 2025-35 to all of Council following the amendments. <br />• Ordinance 2025-36 is an Ordinance establishing and adopting new Section 159.05 of <br />Chapter 159 (Arts Commission) of the Codified Ordinances of the City of North Olmsted <br />in order to provide review standards for creation of murals on private property. The <br />same discussion took place regarding this legislation to eliminate the private property <br />designation that was deemed appropriate in this Ordinance. The Committee voted 3-0 <br />to recommend 2025-36 to all of Council following the amendments. The meeting <br />concluded at 9:09 p.m. and that concludes my report.
