The Finance Committee met on Tuesday, August 26, 2025, at <br />7:34 p.m. Present were Committee Members Scarl, Limpert and Marrie, Council Members <br />Madden, Shymske and Gilchrist, the Mayor, the Directors of Law, Finance, HR, Economic <br />Development, Safety, Service, Recreation and the Special Assistant to the Mayor. <br />• First on the agenda was Ordinance 2025-82, which amends Chapter 131 to change the <br />title of Special Assistant to the Mayor to Chief of Staff. Mayor Jones explained the need <br />for the role to improve communication and coordination across departments and <br />confirmed that there would not be a salary increase. During the Committee Meeting, <br />Law Director Gareau noted a minor addition needed in the organization chart, which has <br />since been received, and the Committee favorably recommended to Council by a vote of <br />3-0. <br />At this time, Mr. President, I move to amend the exhibits of Ordinance 2025-82 to include <br />Chapter 131, which was left out, in error, of the original exhibits, and ask for a second. <br />Councilman Limpert: <br />Second. <br />Council President Brossard: <br />Motion to amend Ordinance 2025-82 made by Councilman Scad, seconded by Councilman <br />Limpert. This legislation updates compensation ranges for non -bargaining <br />personnel for 2025 and 2026 to better align with market averages. It incorporates <br />changes from recent union contracts and establishes ranges for new positions being <br />reported on this evening. Director Kidd and Finance Director Copfer explained the <br />methodology, and it was noted that no retroactive pay would be necessary as a result of <br />this Ordinance.
