EXHIBITA <br />CHAPTER 139 <br />Department of Public Safety <br />139.01 Establishment. <br />139.02 Director of Public Safety. <br />139.03 Administrative Secretary to the Director of Public Safety. <br />139.04 Division of Police. <br />139.05 Division of Fire. <br />139.06 Division of Building. <br />139.99 Composition and organization of the Department of Public Safety. <br />139.01 ESTABLISHMENT. <br />Pursuant to the authority of the Charter, Article V Section 1, there is hereby established <br />the Department of Public Safety. The staffing of the Department of Public Safety is hereby <br />established and is reflected in the organizational chart for the Department of Public Safety <br />contained in Section 139.99(a), which is incorporated herein as if fully rewritten. <br />139.02 DIRECTOR OF PUBLIC SAFETY. <br />The Department of Public Safety shall be headed by the Director of Public Safety. <br />(a) Appointment, Term, Removal and Qualifications. The Director shall be a full-time <br />employee appointed by the Mayor, which appointment and term shall be governed by <br />Charter Art. III, §5 (a). The Director of Public Safety may also serve as the Director of Public <br />Service, if so appointed by the Mayor. The Mayor may remove the Director with the <br />concurrence of two-thirds (2/3) of the members of Council eligible to vote. <br />(b) Duties. The Director of Public Safety shall have charge of the Department of Public <br />Safety. The Director shall make all the necessary rules and regulations for the governance <br />of the Department and the divisions thereof. She or he shall be charged with the duty of <br />enforcing all police, fire, safety, health and sanitary regulations that may be prescribed by <br />ordinances of the City or, when applicable, the general laws of Ohio. The Director of Public <br />Safety shall be the head of the Division of Fire, the Division of Police and the Division of <br />Building. <br />139.03 ADMINISTRATIVE SECRETARY TO THE DIRECTOR OF PUBLIC SAFETY. <br />There is hereby created the position of Administrative Secretary to the Director of Public <br />Safety, which shall be appointed by and be answerable to the Director of Public Safety. The <br />Administrative Secretary shall be the secretary to the Director, and shall provide clerical <br />and secretarial services to the Director.
