And I think the next goal would be in 2026, would be to see how we want to use that to
<br />better our community. So we can begin that process and hopefully make a difference
<br />with those who continue to struggle, or who might be in danger of becoming involved in

<br />• The October monthly summary and detailed reports were emailed to you this afternoon
<br />along with the RITA collections through October. I wanted to note that withholding
<br />keeps strongly ahead of the prior year, and that the individual, while it is still lagging
<br />slightly, the net profit is on an upswing this year, which I've said over the years, it's very
<br />cyclical in a five to seven-year cycle.
<br />• The City is $883,000.00 ahead of plan through October, of which $600,000 is for the
<br />General Fund, and if Council has any questions or concerns about October or any
<br />statements that I've sent out, please don't hesitate to contact me, and that concludes
<br />my report.

<br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee, do you
<br />have a report this evening?
<br />Building, Zoning and Development Committee
<br />Councilman Limpert:
<br />I do have a report, Mr. President. It will be a little abbreviated, and I'll provide more details on a
<br />couple pieces of these legislations that were held in the Committee in the next report, but the
<br />Building, Zoning, and Development Committee met on November 25, 2025 at 7:17 p.m. Present
<br />were Committee Members Limpert, Gilchrist, and Shymske, the rest of the Council, Mayor, Law
<br />Director, Finance Director, HR Director, Economic Development Director, Service Director,
<br />Recreation Director, and the Chief of Staff. On the agenda were legislation, Ordinance 2025-
<br />114, Ordinance 2025-115, and Resolution 2025, excuse me, Ordinance 2025-92.
<br />• 2025-114, which was an SOQ relating to a zoning code audit, was held in Committee,
<br />and we'll review that as part of the budget discussion or soon after, and that was held
<br />by 3-0.
<br />• 2025-115 was an SOQ for the school site plan, and that was also held in Committee by a
<br />vote of 3-0.
