Councilman Madden, Chairman of the Environmental Control Committee, do you <br />have a report this evening? <br />Environmental Control Committee <br />Councilman Madden: <br />Yes, Mr. President, thank you. The Environmental Control Committee met on Tuesday, <br />November 25, 2025, at 8:21 p.m. in the Caucus Room. Present were Council President Brossard, <br />Council Committee Members Madden, Marrie, and Scad, Councilwoman Gilchrist, Councilman, <br />Limpert and Shymske. From the Administration, present were the Mayor, Directors of Law, <br />Finance, Human Resources, Economic Development, Service, and Recreation, the Chief of Staff, <br />City Engineer, Clerk of Council, and guests. <br />• First on the agenda was Resolution 2025-105, which is a Resolution authorizing the <br />Director of Economic and Community Development, to advertise for bids for the award <br />of a contract to construct the Spruce Stormwater Wetlands Basin Project in accordance <br />with the plans and specifications on file with the City Engineer. Director Upton shared <br />with Council that the City had acquired ARPA grant money and, more recently, state <br />grant money that combined total over $1.25 million toward this project, which amounts <br />to approximately 60% of the cost. City Engineer Filarski gave an overview of the project <br />area and states it will greatly improve stormwater handling in the area. It will provide <br />capacity to handle approximately 4.5 million gallons of stormwater. There will be an <br />12-02-25 Council Meeting Minutes Page 9 <br />
