[Committee voted 2-0 to recommend to Council] <br />• Next, the discussion was directed to Resolution 2025-108, a Resolution authorizing the <br />City Engineer to advertise for bids for cracksealing on various city streets in the city, as <br />per specification on file in his office, and authorizing the Mayor to enter into a contract <br />for the same after Board of Control approval. The City Engineer informed us that this is <br />an annual program for heavily trafficked roads to obtain cracksealing next season. The <br />total cost associated will be $80,000. [Committee voted 2-0 to recommend to Council] <br />• Continuing our discussion, we moved on to Resolution 2025-109, a Resolution <br />authorizing the City Engineer to advertise for bids for the award of a contract to provide <br />new pavement markings to various city streets and locations in the city, as detailed in <br />the specifications on file, and authorizing the Mayor, following approval of the Board of <br />Control, to contract for the same with the lowest and best bidder. Mr. Filarski explained <br />that resolution is an annual program for pavement markings. Residential streets will not <br />be included this year, as they only need pavement markings every other year, because <br />they don't get the same wear as the main roads, which will save us some money this <br />year, the estimated pavement marking cost is $190,000. <br />• Finally, the discussion turned to Ordinance 2025-117, an Ordinance that allows the <br />surfacing of Lorain Road State Route 10 from 600 feet east of Stearns Road northeast to <br />Canterbury Road and install a mid -block crossing on Lorain Road at the North Olmsted <br />Library in the City of North Olmsted. Director Upton explained that this mid -block <br />crossing will be on Lorain Road near the library so that pedestrians can cross Lorain <br />Road safely. Director Upton explained that the Safe Routes to School Survey noted that <br />many children from the North Olmsted Middle School and the North Olmsted High <br />School, when they get released from school, dart across Lorain Road near the library as <br />they venture north. Director Upton assured Council that this is a safer option for <br />pedestrians, especially the children. The mid -block crossing will have flashing lights and <br />it will be mandatory for vehicles to stop so that pedestrians can walk across Lorain Road. <br />People needing to cross Lorain Road will need to press a button to cross, and when the <br />light is a solid red, then they can cross the road safely. Drivers that do not stop when <br />indicated will be ticketed. Director Upton gave assurance that adequate education will <br />be given to the public before these changes take effect. The City Engineer reported that <br />traffic will continue to flow appropriately and that traffic crossings should not cause <br />traffic to back up. [Committee voted 2-0 to recommend to Council]. Lastly, with regards <br />to Ordinance 2025-117, the Emergency Clause was left off the title in error, so we will <br />need to amend the legislation to correct the error.
