• The City has been dealing with a situation over at Rocky River Municipal Court with a <br />criminal charge, North Olmsted v. Salam, since 2024. The issue is a violation of North <br />Olmsted's local restrictions on registered sex offenders. As you know, we have a larger <br />radius of restriction than the State of Ohio does, for things like schools and daycare <br />centers. That Ordinance was being challenged as unconstitutional in the confines of that <br />criminal case, and I'm pleased to announce that after fully briefing it and arguing it, that <br />in Rocky River, Judge Hagan denied the motion to dismiss. The case will proceed. It will <br />not be found to be in violation of any constitutional restriction here in Ohio. The matter <br />is set for jury trial on February 11, 2026, so our code survives. There may be an appeal <br />to it, but I'm confident that our code will also find favor with the — if it should be <br />appealed to the 8th District Court of Appeals, it should find favor with the judges. <br />• Secondly, I wanted to wish you all a Merry Christmas, Happy Holidays, a joyous holiday <br />season. Happy and safe to all of you and you. <br />• For Carrie, I was thinking tonight that what I might do was to bring forward to all of you, <br />for your viewing entertainment on these lovely screens... I have her first piece of <br />literature. I save literature. I just — I do. I have yours, Lou, too. Don't you laugh. <br />[laughing] But I was going to bring it up here where she looks like she's 16, and that was <br />in 1998. And I thought, you know, I get in way too much trouble, so I'll just explain it to <br />you. But I've had the pleasure of working with Carrie Copfer in different capacities since <br />1998. You know, it's been a very long time, but it has been a pleasure. I know she is a <br />dedicated public servant. I know she's a dedicated mother and grandmother and a <br />member of her church and involved in — and daughter and boss to a number of people <br />in the finance department and friend. And I think that as she leaves here, we lose a lot, <br />but new beginnings, right? We get new chances, new beginnings, and that gives you a <br />whole world of opportunity at our expense. But we also have an energetic new director <br />coming in. He's got some big shoes to fill, but I'm optimistic and certain that he will do <br />so, and I welcome Keegan aboard, and I'm happy to be working with him in the new <br />year, and I wanted to say thank you to you again. I said that previously, but thank you. <br />• Mary Ellen, to you, best... I have your first piece of literature too. But best wishes to you <br />and best of luck in your new endeavor. I'm sure it's going to work out very well for you. I <br />know your energy will serve us all. We all are members of the Rocky River Municipal <br />Court. She's leaving to become Clerk of Courts for Rocky River, of which we are a part, <br />and I am sure we will all be better for her service there. She's done wonderful things <br />here, but the opportunities to have a great impact lie ahead. So thank you very much for <br />your service.
