Council President Brossard: <br />Motion to amend Ordinance 2026-19 is approved by a vote of 7-0. <br />Councilman Scarl: <br />The Finance Committee concluded at 2:29 p.m., and that concludes my report, Mr. President. <br />Council President Brossard: <br />Thank you. Councilwoman Gilchrist, Chairwoman of the Recreation, Public Parks and Buildings <br />Committee, do you have a report this evening? <br />Recreation, Public Parks and Buildings Committee <br />Councilwoman Gilchrist: <br />I do, Mr. President, thank you. The Recreation, Public Parks, and Buildings Committee met on <br />February 24, 2026, at 8:00 p.m. in the Caucus Room to discuss Ordinance 2026-13, Cultural <br />Project Cooperative Use and Ordinance 2026-18, Amend Chapter 145.99(b), Rec Organizational <br />Chart. <br />The meeting started with discussion of Ordinance 2026-13, an Ordinance authorizing <br />the Mayor to enter into Cultural Project Cooperative Use Agreement with the Ohio <br />Facilities Construction Commission for the purpose of qualifying cultural projects for <br />financial incentives offered by the State of Ohio. Director Pinchek reported that this <br />Ordinance will allow the city to apply for a grant to help with the renovations at Old <br />Town Hall. The grant has a 50% match requirement. Ordinance 2026-13 was <br />recommended to Council by Councilwoman Gilchrist and seconded by Councilman Scarl <br />and passed by a vote of 3-0. <br />• The meeting turned to Ordinance 2026-18, an Ordinance Amending Chapter 145.99(b) <br />of the Administrative Code entitled Organization of the Department of Recreation and <br />Public Engagement in order to update the supervisor responsibilities of the Assistant <br />Recreation Commissioner and further to add part-time Safety Town and Concession <br />Staff and declaring an emergency. Director Pinchek reported that this Ordinance will <br />realign the org chart to accommodate the new addition of Safety Town while removing <br />karate from the Recreation Department workflow. This also will update the <br />responsibilities of the Assistant Recreation Commissioner. Ordinance 2026-18 was <br />recommended to Council by Councilwoman Gilchrist and seconded by Councilman Scarl <br />and passed by a vote of 3-0.
