<br />Law Director Gareau:
<br />Just a brief note.
<br />• 1 had the occasion, this past couple weeks to see, since we last met, to see something I
<br />haven't had a chance to see as an attorney in quite some time. I've never seen
<br />somebody file a habeas corpus petition, which is challenging an unlawful confinement,
<br />and seeking to invoke the court's jurisdiction to get that release. I've also never seen it
<br />done in pencil, which was an interesting approach to deal with this. His allegation is, in
<br />essence, it was against the City of North Olmsted, Parma, the judge, you know, the
<br />warden. In essence, the allegation is that he had filed a lawsuit against somebody for a
<br />million bucks, and then he ended up in jail. He put the two together and said, I'm in jail
<br />because of my lawsuit. Well, it didn't last very long, it was dismissed. One more in the
<br />win column. That one is no more. Two things I haven't seen, the habeas petition, and
<br />done in pencil. Thank you. That concludes my report.

<br />• I've identified some compliance gaps in regards to the City's admission tax. I have sent
<br />out some letters to begin the process of bringing these businesses into compliance.
<br />Once in compliance, I estimate an additional $30,000 to $60,000 in yearly revenue to
<br />our general fund. Thank you.

<br />Councilman Limpert, Chairman of the Public Safety, Health and Welfare Committee, do you
<br />have a report this evening?

<br />Councilman Limpert:
<br />I do, Mr. President. Thank you. The Public Safety, Health, and Welfare Committee met on the
<br />24th of March at 7:00 p.m. Present were Committee Members Limpert and Madden, Council
<br />Members Carr, Gilchrist, Brossard, Marrie, and Scarl, the Mayor, Law Director, Finance Director,
<br />Service Director, and Chief of staff.
<br />• On the agenda were two liquor permits. Liquor Permit #06951449-1 for Danny Boys,
<br />and Liquor Permit #10014393-3, Scramblers. The Police Department didn't have any
<br />findings or issues with either permit, and the Committee recommended not to object to
<br />both of those permits by a vote of 2-0, and the meeting concluded at 7:03 p.m.
<br />Mr. President, at this time, I'd like to make a motion to not object to Liquor Permit 06951449-1
