Council President Brossard:
Motion to not object to Liquor Permit #10014393-3 passes by a vote of 6-0.
Councilman Limpert:
Mr. President, if I could just have a moment of, that concludes my report, if I could just have a
moment of personal privilege?
Council President Brossard:
Of course.
Councilman Limpert:
I also just want to commend the Recreation Department, I know the Mayor did already, but it's
not easy to have to adjust to an event that started off, I think, as a couple eggs being thrown
into the park grounds and having some people show up to, you know, having sponsors and now
moving locations and what turned out to be seamless, at the new... I was wondering how many
people would show up at the new location, and it was very crowded, and I think some people
appreciated some of the park improvements we'd made over there and that was another
chance for people that don't necessarily use that Barton Bradley Field as regularly to enjoy it. So
just kudos to the Rec Department on that and then the same thing with the Service
Department. This isn't... they've had a tough winter and now we've got a crazy, crazy windy
stormy spring, so appreciate their efforts and, you know, residents' patience in dealing with
Mother Nature. Thank you.
Council President Brossard:
Thank you. Councilman Scarl, Chairman of the Finance Committee, do you have a report this
evening?
Finance Committee
Councilman Scarl:
I do, Mr. President, thank you. The Finance Committee met on Tuesday, March 24, 2026, at
7:05 p.m. Present were Committee Members Limpert, Marrie, and Scad, Council Members Carr,
Gilchrist, and Madden, Council President Brossard, Mayor Jones, the Directors of Law, Finance,
HR, Service, and the Chief of Staff, as well as several guests.
• The Committee met to consider five bond anticipation notes consisting of Ordinance
2026-26, 2026-27, 2026-28, 2026-29, and 2026-30. Three of the notes were renewals
for the recreation parks, fire station, and energy conservation projects, and the two new
notes were the Spruce stormwater and the Lorain Road resurfacing projects. The
Finance Director explained that the three renewal notes would pay off existing notes
and be reissued for one year, with the energy conservation note reduced by $200,000 as
a partial paydown. The two new notes include $2,040,000 for the Spruce stormwater
project, which may be offset by anticipated grant funding, and $2.885 million for the
