likely limited to administrative or startup costs, particularly if development does not <br />proceed as planned. We also discussed the possibility of including a payment priority <br />structure in the agreement to clarify how funds would be distributed in the event of <br />limited revenues. On contract terms, there is a concern about the current 25-year term <br />with automatic renewal. The Committee suggested that a shorter term with more <br />flexible renewal provisions may be worth considering to avoid long-term obligations. <br />Regarding annexation, the only required restriction is that the City cannot annex land <br />within the JEDD, and the additional limitations are negotiable. The Committee <br />expressed concern about avoiding permanent or long-term annexation restrictions that <br />extend beyond the life of the agreement. Director Gareau also gave a brief update <br />about the history, process, and reasons for annexation. The governance of the JEDD <br />board was discussed, and Director Gareau stated that the board composition is set by <br />statute, but the Committee can consider whether Council should have a role in <br />approving the Mayor's appointment. Questions were raised about the assumptions <br />behind the development of revenue projections, including how the estimates were <br />calculated and whether achieving the total revenue depends on future residential <br />development and the expected timeline for completing any associated construction. <br />Additional discussion included service agreements, such as police and fire coverage, <br />where existing mutual aid agreements are already in place, and whether those <br />provisions are necessary in the contract. There were also several questions regarding <br />utility language in the agreement, particularly around water and sewer services, which <br />may require further clarification or revision. At this time, the Committee determined <br />that additional information and clarification are still needed, so any outstanding or <br />additional questions would be sent to Director Gareau for review prior to our next <br />meeting. Following the additional discussion, the Committee voted 3-0 to hold <br />Resolution 2026-7 in Committee, and the Building, Zoning, and Development meeting <br />ended at 7:58 p.m. That concludes my report, thank you. <br />Council President Brossard: <br />Thank you. The Intra-Govern mental Relations Committee met on Tuesday, April <br />14t", at 6:50 p.m. Present were Committee Members Carr, Marrie and Gilchrist, and Council <br />Members Limpert, Shymske, Scarl, Madden, the Mayor, the Directors of Law, Finance, <br />Economic Development, Service, Recreation, the Chief of Staff, and guests. <br />• The purpose of the meeting was to interview the Mayor's appointment of Ashley Cox <br />and Rose Votow to the Arts Commission, and Peggy Berry to the Building and Zoning <br />Board of Appeals.
