<br />Yes, Mr. President, I do have a report for you. The Recreation, Public Parks, and Buildings
<br />Committee met on Tuesday, April 14, 2026, at 7:10 p.m. Present were Committee Members
<br />Gilchrist, Scarl, and Shymske, Council Members Limpert, Carr, Marrie, and Madden, the Mayor,
<br />the Service Director, the Recreation Director, the Economic Director, the Chief of Staff, the Law
<br />Director, the Finance Director, and guests.
<br />• The purpose of the meeting was to discuss the possibility of a cell tower at Springvale.
<br />Director Pinchek reported that Tower Co. approached the City regarding a need for a
<br />cell phone tower at the location of Springvale near John Road. The cell tower would
<br />have a maximum height of 190 feet and be in the tree line. A cell tower at this location
<br />would not be near residential housing in North Olmsted. More discussion between
<br />Tower Co. and the City is needed before legislation is presented to Council, and the
<br />meeting concluded at 7:29 p.m. Thank you.

<br />Thank you. Councilman Marrie, Chairman of the Building, Zoning and Development Committee,
<br />do you have a report this evening?

<br />Councilman Marrie:
<br />Yes, Mr. President, thank you. The Building, Zoning, and Development Committee met on April
<br />14th at 7:29 p.m. Present were Committee Members Marrie, Madden, and Limpert, Council
<br />Members Carr, Gilchrist, and Scarl, the Mayor, Directors of Law, Finance, Economic
<br />Development, Service, Recreation, and the Chief of Staff and guests.
<br />• We continued our discussion on Resolution 2026-7 regarding the proposed Joint
<br />Economic Development District, or JEDD Agreement with Olmsted Township. We
<br />reviewed several outstanding items from our previous meeting, and Law Director
<br />Gareau provided updates in regard to annexation, revenue sharing, liability, and overall
<br />financial risk. First, regarding the financial structure, the Committee discussed the
<br />proposed revenue split, which is 75-25, with 25% of the revenue going to North
<br />Olmsted. Director Garreau confirmed that all percentages remain negotiable. However,
<br />any changes to the agreement would need to be resubmitted to and approved by the
<br />Township. In terms of liability, the general understanding is that exposure would be
