Council President Brossard: Thank you. Moving into Council Committee reports, Councilman Limpert, Chairman of the Public Safety, Health and Welfare Committee, do you have a report this evening? Councilman Limpert: I do, Mr. President. The Public Safety, Health and Welfare Committee met on August 11th at 7:30 p.m. Present were Committee Members Limpert, Madden, Shymske, Council Members Scarl, Marrie, Gilchrist, the Mayor, Law Director, Finance Director, HR Director, Safety Director, Service Director, and Police and Fire Chiefs, as well as Lieutenant Fioritto, and guests. Discussed was Ordinance 2026-65 and Resolutions 2026-62, 71 and 72 and 73. Starting with Ordinance 2022, excuse me, 2026-65, this was an Ordinance amending the Ordinances related to EMS fees rendered when the city or fire department provides a call to residents or non-residents, and the last time this was reviewed was about five years ago. Director Scofield noted that it's commonplace to revisit these and try to align it with the BWC rates. Councilman Limpert requested the fire investigate if EMS billing partner, Great Lakes Billing, could change the rates annually or at a different period than every five years or potentially benchmark it to our consistent practice of what we measure the rates against, and for that, I held the Ordinance along with the Committee by a vote of 3-0 in committee. Next, discussed was 2026-66, which was discussed and authorized the Mayor to enter an agreement with Gov -Works in the amount of $18,000.00 to provide communication and coaching software for services for North Olmsted Dispatch Center and declaring emergency. This is a new quality assurance requirement as of May of 2026 as part of Ohio Administrative Code 5507; and Lieutenant Fioritto noted that this could also be potentially used not only for quality assurance, but also for coaching and mentoring as we bring dispatchers up to speed, of which Council requests desire that that occurs, and we look for efficiencies that help try to manage the increased cost of the software system, and the committee recommended in favor of this by a vote of 3-0. Next was 2026-71, which was a Resolution to purchase the Ford F-150 vehicle to support the police force. The cost was $46,254.00, and with the equipment package still pending to be introduced for legislation, this would replace a vehicle that has exhausted its useful life and will be removed from the fleet. And the F-150 was selected due to its compatibility with other trucks within the city, motion passed was favorably recommended by a vote of 3-0. And last was Resolution 2026-72, which is a Resolution authorizing the Mayor to enter an agreement related to 18 mobile data terminal devices for uses within the police vehicles. This was held in committee as there's a look to use a different type of computer that will be more cost effective and allow us to meet other PC demands as well, and therefore, this was held in committee by a vote of 3-0. [Amendment] Resolution 2026-73 which was a replacement of the police flooring. That was discussed and made a motion to approve. Recommend by vote of 3-0. And the meeting concluded at 8:40 p.m. Mr. President, this concludes my report.
