and nobody would fess up to it, so we filed a civil lawsuit, and we started serving subpoenas. To
<br />start putting people under oath and asking them questions. The first gentleman was less than
<br />cooperative. His police report had indicated that he didn't want to get involved, but when under
<br />oath, he indicated he didn't know anything, and then didn't have anything good to say about the
<br />police officer, who said otherwise. So, next came subpoenas of the people that we think did it.
<br />We are entering into a negotiation with them to have them take down the trees themselves at
<br />their cost, not at ours. So we're working on that, I've never seen that before. I've never seen
<br />somebody go out and literally destroy city property, and then have the audacity to call and say, I
<br />want these cleaned up, they're your trees, they're dying. If that sounds crazy, it is. But I'm not
<br />going to have our staff go out there and spend money on it, they're very large trees, and take
<br />them down. Doesn't sound like it should be a big deal, but you know what, every penny counts.
<br />So we're working on that, the tree case, and hopefully we'll get that resolved soon. Can't bring
<br />the trees back, but I'm certainly not going to pay for them to have them taken down. I don't think
<br />that's what we should have to do. Interesting case, but I just wanted to bring you up to date on

<br />Councilman Limpert, Chairman of the Public Safety, Health, and Welfare Committee, do you have
<br />a report this evening?

<br />I do, Mr. President. The Public Safety, Health, and Welfare Committee met on the 25th of August,
<br />2026. Present were Committee Members Limpert, Shymske, Madden, the rest of the Council,
<br />Safety Director, Chief of Staff to the Mayor, FIR Director, Recreation Director, Springvale
<br />Superintendent, Law Director, Economic Development Director, Finance Director.
<br />Discussed was Ordinance 2026-65, which was to set the 2027 rates for Great Lakes, for the rates
<br />by Great Lakes billing for fire and EMS fees to residents who have EMS runs done. This was
<br />discussed, residents and non-residents, I should say. This was discussed, our last committee, on
<br />the 11th of August, and the desire was to make an amendment. Myself requested that we try to
<br />fix the rates to the BWC Bureau of Workers' Compensation rates that we had done as a practice,
<br />but it wasn't formally noted as being a fix to that scale. After discussions with Great Lakes Billing,
<br />a recommendation was made that they should be fixed exactly to that rate, which we as Council
<br />agreed on during the meeting. So instead of reviewing this every approximately five years, this
<br />will just be an annual update, fixing it to that rate. The recommendation for the amendment and
