EXHIBITA <br />CP• a <br />COUNTYPLANNING <br />Commission <br />This Professional Planning Services Agreement ("Agreement") is made as of , <br />2026, by and between the CUYAHOGA COUNTY PLANNING COMMISSION, located <br />at 2079 E. 9th Street, Cleveland, Ohio 44115, ("County Planning") and CITY OF NORTH <br />OLMSTED an Ohio municipal corporation, located at 5200 Dover Center Road, North Olmsted, <br />Ohio 44070 ("Participating Community") <br />RECITALS <br />WHEREAS, County Planning provides policy planning services in the areas of land use, <br />zoning, and project planning to advance the social, economic, and environmental health of <br />Cuyahoga County and its communities; and <br />WHEREAS, the State of Ohio is a home rule state, and each community in Cuyahoga <br />County manages and administers its own individual zoning code and maintains its own <br />individual zoning map, resulting in widespread zoning deficiencies across the county, <br />including outdated codes, fragmented regulatory environments, and a significant mismatch <br />between existing land use and current zoning requirements; and <br />WHEREAS, to address these challenges, County Planning has convened the Cuyahoga <br />County Unified Zoning Code Consortium ("Consortium")', a collaborative body of <br />participating municipalities facilitated by County Planning to guide the development, <br />adoption, and ongoing improvement of a Unified Zoning Code ("UZC"); and <br />WHEREAS, the UZC will serve as a comprehensive zoning ordinance and map, held <br />and maintained by County Planning and adopted and administered by individual <br />communities, designed to modernize zoning regulations and unlock development <br />opportunities while preserving local administrative authority; and <br />WHEREAS, the total estimated cost of the creation of the UZC is $845,000, which is to <br />be funded through a combination of contributions from Consortium members, philanthropic <br />grants, and in -kind professional services, with each Participating Community contributing its <br />proportionate share toward consultant and project costs; and <br />' The founding members of the Consortium are identified in Exhibit A, attached hereto and <br />incorporated herein by reference. <br />
