CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2004 - 87 <br />BY: Mayor Musial <br />A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO <br />AN AGREEMENT WITH THE NORTH OLMSTED CITY SCHOOL <br />DISTRICT TO COORDINATE WITH THE CITY'S DEPARTMENT <br />OF HUMAN RESOURCES TO PROVIDE COMMUNITY SERVICE <br />COORDINATION AND INTERVENTION SERVICES AS AN <br />ALTERNATIVE TO OR TO SUPPLEMENT TRADITIONAL <br />DISCIPLINE IMPOSED BY SCHOOL AUTHORITIES, AND <br />DECLARING AN EMERGENCY, AS AMENDED. <br />WHEREAS, the Department of Human Resources, by and through its Youth <br />Development/Community Diversion Progam (CDP), in the interest of cooperation with <br />the North Olmsted City School District (NOCS), presents this service proposal for <br />Coordinated Community Service (CCS) to provide intervention services as an alternative <br />to or supplementation of disciplinary procedures imposed by NOCS; and <br />WHEREAS, Coordinated Community Service (CCS) is designed to offer <br />intervention service to NOCS, in conjunction with disciplinary sanctions such as <br />suspension or expulsion, in much the same fashion as Community Diversion Program <br />(CDP) offers similar services to the Cuyahoga County Juvenile Court to prevent juvenile <br />delinquency; and <br />WHEREAS, NOCS has funding sources available to compensate the City of <br />North Olmsted for the provision of assessment, placement, and refenal services, all of <br />which are in existence and operating in the CDP, and shall remain subject to the refenal <br />and authority of NOCS, parental consent and waiver forms, and other systems already <br />instituted by CDP; and <br />WHEREAS, it is the desire of this Council to enter into an Agreement with the <br />North Olmsted City School District to enable the C'ity to provide a Coordinated <br />Community Service program for students subject to NOCS disciplinary actions and to <br />further authorize the City to collect fees and to be reimbursed by NOCS for program <br />expenses; <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMST'ED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and is hereby authorized to enter into an <br />Agreement with the North Olmsted City School District to provide a Coordinated <br />
