CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2008 - 6 <br />BY: Mayor O'Grady <br />AN ORDINANCE AMENDING CHAPTER 1163 (SIGNS) OF THE <br />ZONING CODE IN ORDER TO PROVIDE NEW REGULATIONS <br />FOR TEMPORARY SIGNS AS AMENDED. <br />WHEREAS, the City's Zoning Code Committee, chaired by the Director of <br />Planning, is in the process of reviewing the various cliapters and provisions of the City <br />Zoning Code; and <br />WHEREAS, the said committee has reviewed Chapter 1163 of the Zoning Code <br />that provides for signs, including temporary signs; and <br />WHEREAS, the Zoning Code Committee, upoii completing its review of Chapter <br />1163, found that the existing provisions for temporary signs are inadequate and have <br />resulted in a proliferation of temporary signage in the City, particularly in the general <br />retail business district, that has had negative impacts on the City, including upon traffic <br />safety and aesthetics; and <br />WHEREAS, the Zoning Code Committee accordingly has recommended that the <br />City's provisions and standards for temporaiy signs Ue amended and updated in arder to: <br />improve definitions related to temporaiy signage; iinprove and clarify the permitting <br />process for temporary signage; and better regulate the type, area, height, location and <br />design of temporary signage in both residential and iion-residential districts of the City to <br />address the governmental interests above idcntified; and <br />WHEREAS, this Council, upon review, finds that excessive te?nporary signage at <br />or near the right of way can endanger traffic safety by causing driver distractions and <br />reducing the visibility of other vehicles entering or exiting the street portion of the right <br />of way; and <br />WHEREAS, this Council, upon revicw, furtller finds that unregulated temporary <br />signage can also create a negativc visual impressioii of the City, and negatively impact <br />property values as well as quality o f 1 i fe ii1 thc City; aild <br />WHEREAS, it is the desire of this Cotuicil to accardingly amend Chapter 1163 of <br />the Zoning Code, as recommended by tlie Zoning Cocle Committee and the Director of <br />Planning, in order to better reglilate tcmpocary signage in residential and non-residential <br />districts of the City that negatively iinj)acts upon traffic safety and aesthetics; and
