CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2003 -145 <br />BY: Mayor Musial <br />AN ORDINANCE AMENDING SECTIONS ONE AND TWO OF <br />ORDINANCE NO. 2002-149 IN ORDER TO ELIMINATE THE <br />REQUIREMENT OF COMPETITIVE BIDDING FOR THE <br />PURCHASE OF CERTAIN FDRNITURE AND FURNISHINGS FOR <br />THE NEW LIBRARY, AND DECI.ARING AN EMERGENCY. <br />WHEREAS, this Council, on August 6, 2003, adopted Ordinance No. 2002-149 <br />establishing the contracting process for the purchase of certain furniture and furnishings <br />for the new Libra.ry; and <br />WHEREAS, Sections 1 and 2 of said Ordinance provided for the purchase of <br />certain furniture and furnishings involving an estimated expenditure of $30,561.65 by <br />competitive bidding [the "competitive bid items"], and Section 3 of said Ordinance <br />provided for the purchase of the balance of furniture and furnishings addressed in the <br />Ordinance, involving an estimated expenditure of $366,140.84, through the State <br />purchasing program; and <br />R'HEREAS, since the time of the adoption of Ordinance No. 2002-149, the <br />Architect retained by the City for the design of the new Library has recommended <br />changes in the competitive bid items which will result in a reduction in the estimated <br />expenditure for that class of items from $30,561.65 to $24,978.59; and <br />WHEREAS, the City is not required to competitively bid purchases of property <br />involving expenditures that are less than Twenty-Five Thousand Dollars ($25,000.00); <br />and <br />WHEREAS, it is the recommendation of the Director of Finance, in order save <br />the costs and expenses associated with competitive bidding, that said competitive bid <br />items, which no longer must be purchased by competitive bidding, be purchased instead <br />through an informal solicitation of proposals procedure involving a list of vendors <br />provided by the Architect; and <br />WHEREAS, it is the desire of this Council accordingly to amend Sections 1 and 2 <br />of Ordinance No. 2002-149 to permit the Administration to purchase the said competitive <br />bid items in accordance with the procedure recommended by the Director of Finance; <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE <br />CITY OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO:
