<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2403-26 <br />BY: Mayor Musial <br />A RESOLUTION DISPENSING WITH AN RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A NEW CUNTRACT <br />WITH PROFESSIONAL SERYICE INDUSTRIES, INC. ("PSI') IN <br />ORDER TO PROVIDE INDEPENDENT EARTHWORK AND HOT <br />MIX ASPHALT PAVING INSPECTION AND TESTING SERYICES <br />IN CONNECTION WITH THE CONSTRUCTION PHASE OF THE <br />NEW NORTH OLMSTED LIBRARY PROJECT, AND DECLARING <br />AN EMERGENCY, AS AMENDED. <br />WHEREAS, the City is about to begin the construction phase of the New North Olmsted <br />Branch Library project; and <br />WHEREAS, the new Library plans and specifications require that the City must provide <br />an independent testing agency to perform certain material inspections and tests, including <br />Earthwork subgrade and struct fill inspection and testing, and Hot mix Asphalt Paving subgrade <br />and asphalt inspection and testing; and <br />WHEREAS, the Construction Manager has recommended that the City dispense with an <br />RFP process for this particular contract and enter into a contract with Professional Service <br />Industries, Inc. ("PSI"), because the City previously selected PSI in an RFP process, and <br />contracted with PSI, for geotechnical services for the new Library project, pursuant to Ordinance <br />No. 2002-63, and the Construction Manager believes awarding this contract to PSI will maintain <br />the same point of responsibility for subsurface issues relating to the project; and <br />WHEREAS, the proposed contract is for personal services and need not, under the City's <br />Charter, be competitively bid; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor, upon approval by the <br />Board of Control, if necessary, to enter into a contract with PSI to provide said inspection and <br />testing services for the new Library project; <br />NOW, THEREFORE, BE IT RESOL YED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, A1YD STATE OF OHIO: <br />
