? <br />CITY OF NORTH OLMSTED <br />RESOL UTION NO. 2003 - 8 <br />By: Mayor Musial <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE <br />TO MAKE EMERGENCY PURCHASES OF ROAD SALT TO <br />SUPPLEMENT THE EXISTING CONTRACT FOR THE PURCHASE OF <br />ROAD SALT FOR USE ON CITY STREETS, WITHOUT PUBLIC BIDDING, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted has a contract with Cargill Ue-Icing <br />Technologies for the purchase of road salt for use on City streets; and <br />WHEREAS, severe weather may cause the demand for road salt to exceed the <br />ability of Cargill De-Icing Technologies to suppty road salt to the City of North Olmsted <br />and other cities in northeast Ohio; and <br />WHEREAS, the aforesaid problem has reached such a state that the public <br />bidding for additional road salt and the time associated therewith would be too time <br />consuming to meet the City's obligation to protect the public health, safety and welfare; <br />and <br />WHEREAS, Morton International, Inc., has submitted quotes to the City of North <br />Olmsted for the balance of the 2002-2003 winter season ta supply road salt on an as- <br />needed basis; and <br />WHEREAS, upon recommendation of the Director of Public Service, this Council <br />deems it an emergency sufficient in magnitude to forego public bidding in order to <br />protect the public health, safety and welfare of the residents of the City. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the City, upon recommendation of the Director of Public <br />Service, having already awarded a contract to Cargill De-Icing Technologies to supply <br />road salt, has determined that said contractor may be unable to meet the City's demand <br />for road salt. Because of the emergency need, the Director of Public Service is <br />authorized to purchase road salt on an emergency basis from other sources including <br />Morton International, Inc. The authority to purchase from ather sources shall be limited <br />to times and situations when Cargill De-Icing Technologies is unable to meet the demand <br />
