.. .. . . .. .._ . .. ... . . . .. . ? 4. e»>? .... ... . . . . . . . . . <br />I ' a <br /> <br />1 <br /> <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 85- 95 <br />BY: ? . <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE <br />ELECTORS OF THE CITY OF NORTH OLMSTED OF A PROPOSED <br />CHARTER AMENDMENT RELATING TO DUTIES OF THE CIVIL <br />SERVICE COMMISSION AS IT CONCERNS THE CLASSIFICATION OF <br />THE CLASSIFIED AND UNCLASSIFIED SERVICE, AS RECOMMENDED <br />BY THE CHARTER REVIEW CONIIMISSION AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the Charter Review Comnission of the City of North Olmsted, <br />appointed pursuant to Article XIV of the Charter of the City of North <br />Olmsted, has filed its report of recommended amendments to the Charter <br />with this Council. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO, TWO-THIRDS OF ALL MEMBERS <br />CONCURRING: <br />SECTION 1: That this Council hereby authorizes and directs the <br />submission to the electors of the City of North Olmsted at the General <br />Election to be held at the usual places of voting in said City on Tuesday, <br />November 5, 1985, the following separate proposal to amend the Charter of <br />the City of North Olmsted: <br />Proposal: That Section 3 of Article VI be amended to clarify the <br />classification of the members of the unclassified service by properly <br />differentiating the difference between Departrnent heads and Division heads, <br />such amended Section 3 of Article VI to read as follows: <br />ARTICLE VI <br />THE CIVIL SERVICE COMMISSION <br />SEC. 3. DUTIES. <br />The Civil Service Commission shall prescribe, amend, and enforce rules <br />for the classification of offices, positions, and employment in the Civil <br />Service of the City; for examinations and resignations therefor; for <br />appointnents, promotions, removals, transfers, lay-offs, suspensions, <br />reduction and reinstatment therein; for appeals to the Commission; and for <br />standardizing positions and maintaining efficiency therein. Therefore, <br />positions under the Civil Service Conmission shall be divided into <br />Classified and Unclassified Service. <br />A. The Unclassified Service shall include: <br />l. Al1 officers elected by the people. <br />2. All directors of departments <br />3. The members of all boards or cornmissions <br />appointed by the Mayor or the Council. <br />4. The Clerk of Council and the secretary of the <br />Civil Service Commission. <br />5, Superintendent, Assistant Superintendent, Division <br />Heads, and Assistants to Division Heads, except
