CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2012 - 130 <br />BY: Mayor Kennedy <br />AN ORDINANCE DISPENSING WITH AN RFP PROCESS AND <br />A UTHORIZING THE MA YOR TO ENTER INTO A CONTRACT <br />WITH SOLAR TESTING LABORATORIES, INC. TO PROVIDE <br />CONSTRUCTION MATERIALS AND SPECIAL INSPECTION <br />SERVICES FOR PHASE II OF THE WASTE WATER TREATMENT <br />PLANT AND COLLECTION SYSTEM PROJECT, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, Proposals were solicited from four (4) firms prequalified by ODOT <br />as Geotechnical Testing Labs, with a total of (3) proposals being submitted and <br />evaluated; and <br />WHEREAS, Solar Testing Laboratories, Inc. proposal includes a lead inspector <br />with at least 10 years of related past experience - more than any other proposal received; <br />and <br />WHEREAS, Salar Testing laboratories, Inc. has past experience working with the <br />City from 2008-09; and <br />WHEREAS, the City Engineer believes it is more efficient and cost effective to <br />use the same firm for material testing, inspection and construction observation; and <br />WHEREAS, Construction observation is required on all City projects and for all <br />work performed within the right-of-way; and <br />WHEREAS, using the same engineering technician can serve multiple purposes: <br />testing the base material, backfill material, concrete and rebar, among others, all <br />undertaken while observing construction practices in the field; and <br />WHEREAS, Under Solar Testing Laboratories, Inc. proposal, the City will be <br />billed hourly (with a 4-huur minimum on days utilized) for the services performed, with <br />the City having the option to increase or decrease the services as needed; and <br />WHEREAS, The Director of Public Service and City Engineer believe that Solar <br />Testing Laboratories, Inc. was the most qualified and responsive firm to submit a <br />proposal and recommend it be utilized to provide construction material testing and
