CITY OF NORTH OLMSTED <br />ORDINANCE N0.2010 - 12 <br />BY: Mayor Kennedy <br />AN ORDINANCE PROVIDING FOR THE <br />SUBMISSION TO THE ELECTORS OF THE CITY OF <br />NORTH OLMSTED OF AMENDMENTS TO ARTICLE <br />V, SECTIONS 1, 4, S, AND 6 OF THE CHARTER OF <br />THE CITY OF NORTH OLMSTED TO ABOLISH THE <br />DEPARTMENTS OF PUBLIC SERVICE, PUBLIC <br />SAFETY AND COMMUNITY LIFE SERVICES AS <br />CHARTER-LEVEL DEPARTMENTS; AND <br />DECLARING AN EMER GENCY, AS AMENDED. <br />WHEREAS, Mayor Kevin M. Kennedy believes that the current administrative structure of <br />government in North Olmsted, organized and adopted more than 40 years ago, prohibits the <br />efficient and effective provision of services to the residents of the City of North Olmsted; and <br />WHEREAS, Mayor Kevin M. Kennedy believes that the highest level of public service can <br />be provided at the greatest economic efficiency if the Departments of Public Service, Public Safety <br />and Community Life Services are not Charter-level departments, but rather are created, changed, <br />merged and eliminated, as necessary and appropriate, upon the recommendation of the Mayor and <br />the approval of Council by Ordinance; and <br />WHEREAS, it is the desire of this Council, acting upon the said recommendations of the <br />Mayor, to submit to the voters of North Olmsted a proposal to amend Article V, Sections 1, 4, 5 <br />and 6 of the Charter to provide for the Departments of Public Service, Public Safety and <br />Community Life Services to be established by Ordinance rather than by Charter; and <br />WHEREAS, this proposal vas referred to the Charter Review Commission for review and <br />recommendation, in accordance with the provisions of Article XIV, Section (b)(2) of the City <br />Charter, and the Charter Review Commission, upon review, issued its report to this Council on the <br />day of r~, 2010, recommending approval /not recommending approval; and <br />WHEREAS, this Council has adopted this Ordinance, as required by state law, no sooner <br />than 120 days, and no later than 60 days, prior to the date of the election at which the issue will be <br />voted upon by the electorate; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, OHIO, TWO-THIRDS OFALL MEMBERS <br />CONCURRING THAT: <br />1 <br />
