CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2006 - 64 <br />BY: Mayor O'Grady <br />AN ORDINANCE AUTHORIZING THE DIRECTOR OF <br />PUBLIC SERVICE TO REQUEST PROPOSALS FROM <br />ENGINEERS AND ENGINEERING FIRMS TO PROVIDE <br />PROFESSIONAL CONSULTING SERVICES FOR <br />IMPLEMENTATION OF PHASE II OF THE SANITARY <br />SEWER PLAN OF STUDY ORDERED B Y THE OHIO <br />ENVIRONMENTAL PROTECTION AGENCY TO RESOLVE <br />SANITARY BYPASSING PROBLEMS IN THE CITY; AND <br />FURTHER AUTHORIZING THE MAYOR, SUBJECT TO <br />APPROVAL OF THE BOARD OF CONTROL, TO ENTER <br />INTO AN AGREEMENT WITH THE ENGINEER OR <br />ENGINEERING FIRM SELECTED IN THE RFP PROCESS, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, the Ohio Environmental Protection Agency ("OEPA"), in a letter <br />dated October 3, 2005, directed the City to submit a plan of study, no later than by <br />January 1, 2006, identifying problems associated with sanitary sewer bypassing; and <br />WHEREAS, the City, on an emergency basis, retained the services of a consulting <br />engineering firm to prepare such plan of study, which was timely submitted to OEPA; <br />and <br />WHEREAS, the Director of Public Service has requested that this Counci, <br />authorize him to request proposals to qualifying consulting engineers and consulting <br />engineering firms to provide professional services for implementation of Phase II of the <br />Sanitary Sewer Plan of Study that was submitted to OEPA; and <br />WHEREAS, in accordance with the request of the Director of Public Service, it is <br />the desire of this Council to authorize the said Director to request proposals from <br />consulting engineers and consulting engineering firms to submit proposals for <br />professional services as set forth above, and further to authorize the Mayor to enter into <br />an agreement with the engineer or engineering firm selected in the RFP process and <br />approved by the Board of Control; <br />
