MINUTES OF THE MEETING OF THE COUNCIL <br />THE CITY OF NORTH OLMSTED, OHIO <br />MARCH 20, 1962 - 8:06 P.M. <br />Present were Paul J. Gareau, Mayor; Bruce MacDonald, President of Council; Henry <br />Caster, Ralph Christman, James Leonard, Dewey Limpert, A.L. Mangani, Lillian <br />Nicholas, Francis J. O'Neill. <br />Also present were Lloyd E. Barnes, Service Director; George Schaaf, Lai Director; <br />James T. Wilson, Safety Director; Alex Kanareff, Engineer; William Gerlach, <br />Finance Director; and Louise Hall, Clerk. <br />The minutes of the meeting of March 6, 1962 were approved as corrected. <br />The Mayor proclaimed the month of April, 1962 as INDUSTRIAL SAFETY PROMOTION MONTH. <br />The Mayor advised that he had received a report from the Cleveland City Council <br />relative to the Gas rate. This was turned over to the Public Utilities Committee. <br />The Safety Director advised of many complaints about dogs running loose and requested <br />legislation be considered authorizing the Dog Warden to issue a ticket to the <br />owners of dogs that run loose; a_$5.00 fine if paid in 48 hours. <br />The Engineer presented the plans for Lynhaven Subdivision for recording purposes <br />only which have been approved by the Planning Commission to the City Planning <br />Committee for their study. <br />The Engineer presented the dedication plat for Country Club Blvd. which has been <br />approved by the Planning Commission to the City Planning Committee for study. <br />The Engineer presented the improvement drawings for the Columbia Land Development <br />Co, to the Public Development and Service Committee for study. <br />The Clerk read a communication from the Engineer advising that two additional <br />signed petitions have been received to add to the original petition for the <br />Decker Road Storm Sewer. <br />The Clerk read a communication from the Planning Commission recommending and <br />submitting a revised zoning map and zoning code. <br />Mr. S. Barber, 3998 Clague Rd., requested that his back yard be straightened <br />out before planting season starts. He was advised that the sewer contractor will <br />take care of this as soon as the weather is favorable. <br />Mr. J. Pangrac, 23770 Elm Rd., requested that Elm Road be repaired of the damage <br />caused when the lateral sewers were constructed and also requested that consideration <br />be given to grading down the street at that time. This matter was turned over <br />to the Public Development and Service Committee for review. <br />Mr. Mangani advised that now that the Service Director has returned from vacation, <br />the Committee would schedule a meeting with him to go over the items before them <br />which are: 1, rates for the Community Club House; 2. new location for Service <br />Department Garage and equipment storage; 3, offer of the Denton property to <br />the City at an estimated price of $1200.00. <br />Mr. Christman advised that the Public Development and Service Committee recommends <br />that Council pass the Consent Ordinance for the State Highway to make preliminary <br />engineering services for the location, design and construction of the proposed <br />Interstate Route 80 (Outer Belt South Extension). <br />Mr. Christman advised that the Engineer's request for legislation for a subdivision <br />completion bond and prohibiting a restriction or culvert being placed <br />in a County Ditch without the approval of the Service Director has been turned <br />over to the Law Director for his review and recommendations. <br />Mr. Christman moved, seconded by Mr. Caster, that the Law Director be directed to <br />prepare legislation authorizing the signing of a contract with Parkview for their <br />participation in our sewer program. "Yeas" Caster, Christman, Leonard, Limpert, <br />Mangani, Nicholas, O'Neill. <br />to <br />Mr. Christman moved, seconded by Mr. Mangani,/direct: ~ the Service Director to <br />request Floyd Browne and Associates to investigate installing the force main <br />that is now planned for construction in Dover Road in the back lands and installing <br />the lateral in the existing right of way.
