. MINUTES OF THE MEETII~ OF THE COUNCI L <br />THE CITY OF NORgI OLMSTED, OHIO <br />SEPTEMBER 5, 1961 - 8:15 PM. <br />Present were Paul J. Gareau, Mayor; Bruce MacDonald, President of Council; Henry <br />Caster, Dewey Limpert~ A.L. Mang ani~ Lillian Nicholas, Francis J, O~Neill~ <br />tleorge Porter. <br />Also present were C.J, Oviatt~ Solicitor; Alex Kanareff, Engineer; W.L. Gerlach, <br />Finance Director; and Louise Hall, Clerk. <br />Absent; Ralph Christman, Lloyd E. Barnes, Service Director; J,T. Wilson, Safety <br />Director, <br />The minutes of the regulax mee~i.ng of August 15~ 1961 were approved as corrected, <br />The minutes of the special meetings of August 21~ 1961 arri August 22, 1961 were <br />approved as written. <br />The M~ror gave the Building Department report for the month of August in the <br />absence of the Safety Director. <br />The Clerk read a memo from the Solicitor regarding the meeting he attended <br />pertaining to the East Ohio Gas Corapany~s recent demand for increased rates. <br />The Clerk read a communication from the Mayor advising that the Mayor =.be <br />Acting Service Director while Lloyd E. Barnes, Service Director , is on vacation. <br />The Clerk advised that the signatures on the petitions to amend Sectian 1 of <br />Article IV and Section 7 of Article IX of the Charter have been verified and that <br />the petitions are sufficient. <br />John Kwiat~ 211275 Maria Lane, appeared before Council to request, in order to ease <br />the financial burden to the residents that Council authorize the installation of <br />a pump to take the drainage from sanitary tubs in a baseme nt into the saoLtary sewer. <br />E. Gunde, Building Commissioner, advised the residents of Maria Lane that the <br />ordinance specifically states that the drainage fmm sanitary tubs and basement <br />floor drains must be by gravity flow. <br />This matter was turned over to the Streets, Sewers, Sidewalks do Ditches Committee <br />for their recomendations as to the p.~siblity of using pumps for situations such <br />as exist on Maria Lane. <br />Mr. Scanlon requested information as to the status of the rezon;~of the West <br />231st. area and alb requested that Mr. Mangani, Chairman of the Plats Committee <br />give him this information ire w~eting so that he may in turn give it to his <br />clients. <br />M.r. Mangani advised that this matter was before a 3oint committee composed of the <br />Legislative Committee of Council and the Planning Commission and a special <br />assistant to the Solicitor and that at their last meeting it was agreed to recommend <br />that all property along Lorain Road, be rezoned to a commercial district for a <br />depth of 500 ft. or to the rear property line whichever occurred first on all <br />property other than corners. All corners would. be zoned back 275 ft. or to <br />the rear property line whichever occurred first. Mr. Mangani also stated that <br />he would a~~x~-_ a~-~ a letter to Mr. Scanlon so that he would have the information in <br />writing for his clients. <br />N-s. Manganii in the absence of Mr. Christman reported on the Streets, Sidewadts~ <br />Sewers and Ditches Committee meeting of August 22, 1961 regarding the improvement <br />plans of Candelight Sub-division, which have been returned to the Engineer for study; <br />improvement plans -Michael Varady Sub-division which were referred back to the <br />Committee for further study; and the Service Directors request to study giving <br />grantors the right to connect future lateral sewers to the existing trunk sewers <br />without charge which the Com¢n3.ttee feels cannot be done. <br />Mr. Mangani also reported on the Streets, Sidewalks Sewers & Ditches Committee <br />meeting of August 23, 1961 with. Floyd Browner Mayor, Solicitor, and Building <br />Commissioner. <br />Mrs. Nicholas reported that she had contacted a Mr. Lohr about the possibility <br />of obtai ni.ng a piece of propet~ty 130 ft, wide by 11100 ft, deep on Walter Rd. <br />to be used as an extension to the Clague Rd. Playground thereby giving an access <br />at the west end of the playground. This matter was turned over to the Administration <br />
