<br />Present were Bruce MacDonald, President of Council; Henry Caster, Ralph
<br />Christman, A.L. Mangani, Lillian Nicholas, Francis J. OtNei11, George Porter.
<br />Also present were Lloyd E. Barnes, Service Director; James T. Wilson, Safety
<br />Director; C. J. Oviatt, Solicitor; Alex Kanareff, Engineer; William Gerlach,
<br />Finance Director and Louise Hall, Glerk.
<br />Absent: Paul J. Gareau, Mayor; and Dewey Limpert.
<br />The minutes of the regular,] meeting of March 21~ 1961 and the special meeting
<br />of March 28, 1961 were approved as written.
<br />The Clerk read a communication from the North Olmsted Planning Commission
<br />advising of the Planning Commissions approval of the re.»subdivision of the
<br />Candelight Subdivision.

<br />Mr. ~+Fi.ese of~Lorain Rd, requested information on the law governing erectirx~ of
<br />a sign or billboard on residential property. This matter was referred to
<br />the Safety Director and the Building Commissioner.
<br />Resolution No. 61«61 was introduced by Mr. O~Neill. A resolution transferring
<br />appropriations and declaring an emergency. It was moved by Mr. OtNeill, seconded
<br />by Mr. Porter, that the statutory rule be suspended and the resolution be read
<br />immediately the second and third times and put on its passage. The affirmative
<br />vote on said motion was as follows: Casters Christman Mangani~ Nicholas
<br />O~Neill~ Porter. Thereupon the ~e~dlution was read the second and third times
<br />and put upon its passage anE3 the affirmative vote thereon was as follows Caster,
<br />Christrrian~ Mangani~ Nicholas, O~Neill~ Porter.
<br />Ordinance No. 61«62 was introduced by Mr. Christman. An ordinance amending
<br />section 3 of Ordinance 61..28 enacted February 21~ 1961 entitled '-An ordina.nes
<br />determining to proceed with the construction of sanitary sewers in Mastisk
<br />Road and other streets herein designated, and declaring an emergency'. It was
<br />moved ~' Mr. Christman seconded by Mr. Caster, that the statutory rule be
<br />suspended and the ordinance be read immediately the second and third times
<br />and put on its passage. The affirmative vote on said motion was as follows:

<br />streets herein designated, and declaring an Emergency'+. It was moved ~ Mr.
<br />Casters seconded by Mr. Mangani~ that the statutory rule be suspended and the
<br />ordinance be read immediately the second and third times and put on its passage.

<br />Nicholas O~Neill, Porter. Thereupon the ordinance was readlthe second and third

<br />Ordinance No, blbl~ was introduced by Mr. Mangani. An ordinance directing the
<br />appropriation of certain property as hereinafter described and declaring an
<br />emergency. It was moved by Mr. Mang ani, seconded by Mr. Christman, that the
<br />statutory rule be suspended and the ordinance be read immediately the second
<br />and third times and put on its passage. The affirmative vote on said motion was
<br />as follows: Caster, Christman, Mangani, Nicholas, O~Neill~ Porter. Thereupon
<br />the ordinance was read the second and third times arxi put upon its passage and
<br />the affirmative vote thereon was as follows; Caster, Christman, Mangani,

<br />Resolution No. 61«65 was introduced by Mr. Mangani. A resolution accepting the
<br />revised plat of Candelight subdivision far record purposes only and declaring
<br />an~ emergency. The resolution was given its first reading only.
