MINUTES OF TH8 MEETING Op THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />NOVEMBER 6, 1974 <br />Present: President Francis J. O'Neill, CaunciLaea Giessen, Goggin, Lampert, <br />Saringer, Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Christs~sn, Law Director Michael Garesu, Finance <br />Director r~iliiam Gerlach, Safety Director Raymond Carnahan, City <br />Engineer J. Howard Childs-, Clerk of Council Nora Hill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting o£ October 1S, 1974, were approved as read. <br />Mayor Christman reported following: 1) Service Director Caster and Superintendent <br />Art Kreutzer have gone to Washington with the bus grant application. In Mr. <br />Caster's place would like to .report that the City has been requested to participate <br />in an overall regional transit survey through NOACA to determine the ridership of <br />the area. This would be a one dap survey over the entire area and the City would <br />be reimbursed 8U7~ of the cost of this through a federal grant NOACA is fitting on <br />it. Total program consists of pre-mating caa~aign to notify the transit users <br />it will take place; the actual day of the survey at which time riders will be <br />handsd~ a questionnaire and then will be recovered by the driver; and an actual <br />head count of all passengers that daq on all lines. Total estimated cost is <br />$1,374. and the City will be reimbursed $1,099.63. Will need a motion by <br />Council approving City participstian to sign agreement. It will not cost the City <br />any out-of-pocket mosey - a lot. of the expenses the Gity wail bear is already <br />being paid in the form of labor, etc. to the drivers. If Council so chooses, <br />Mayor wishes that Council give authorisation for the Mayor to enter into this <br />agreement. <br />Mr. West stated the proposed survey has been discussed. <br />Mr. West moved that Council authori$e the Mayor to enter into an agr t with <br />NOACA for a one day survey of the bus line and bus traffic. Motion seconded by <br />Mr. Lampert. Affirmative vote: Giessen, Goggin, Limpet, Saringer, Sharpe, West, <br />Wilaawsky. Motion carri~td. <br />Mrs. Saringer, Chairman Envixosmental Control Committee and Long Range Planning <br />Committee reported Committee meeting was held on October 24th, and discussed <br />following: 1) an am~an8ment to Ord. No. 74-121 which was already passed. The <br />amendment was recomm~ded by.the City Engineer, and Ord. No. 74-121 will be <br />repealed by Ord. No. 74-147 on agenda tonight. i+lould like to spend Ord. No. 74-147 <br />by substituting following language in Section 6: "That this ordinance is hereby <br />declared to be an emer$eacy measure immediately necessary for the preservation <br />of the public health, safety and welfare, and for the further reason that it is <br />immediately necessary to protect residential dwellings in flood prone areas prior <br />to the season that flooding is most likely to.occur". The previous legislation -~ <br />wording was not specific enough for it to be accepted. <br />2) have requested Law Director for a legal opinion on the alternate methods of <br />collection of garbage for commercial establishments; <br />3) discussed setting up a meeting of Council as a Whole in regard to request by <br />Ohio Bell people who are apposed to the resolution .which was. introduced and is <br />on second reading concerning the increase; <br />
