% 7 <br />MINUTES OF THE MEETING OF THF COUNCIL <br />OF THE CITY OF NOPTH OLMSTLD <br />SEPTEMBER 6, 1983 <br />Aw <br />Present: President James Boehmer, Councilmen Bierman, Logan, McKay, <br />Petrigac, Saringer, Wilamosky, Waerpel. <br />Also presente Mayor Robert Swietyniawski, Law Director,Michael Gareau, Finance <br />Director Edward Boyle, Safety Director Eugene Petre, Clerk of <br />Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:00 P.M. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of Regular Council Meeting of July 19, 1983, were anproved. <br />Minutes of Special Council Meeting of July 26, 1983, were approved. <br />Minutes of Special Council Meeting of August 29, 1983, were approved. <br />President Boehmer announced that Ordinance No. 83-75, appropriating $4,262 from <br />the Community Development Block Grant Fund, to plant trees along I.R. 480, <br />near Grace Road, has been added to the agenda. Ordinance No. 83-96, an ordin-- <br />ance amending Section 165.03 of the Codified Ordinances entitled "Landmarks <br />Commission; Creation, Composition and Terms'T, of Chapter 165 entitled "Landmarks <br />Commissionas well as ResoZution No. 83 97, a resolution authorizing the <br />Director of Public Service to advertise for bids for the purchase of one (1) <br />new automobile to be used for the Treatment Plant and one (1) new utility vehicle <br />to be used by the Dog Taarden, have been removed from the agenda. <br />Mayor Swietyniowski reported: 1) The west end of Lorain Road is now being re- <br />surfaced; completion date is October 15th. <br />2) Dover Center Road corttract was awarded and work will start this week. Road will <br />be open to limited access with speed limit greatly feduced. Scheduled completion <br />is October of 1985. <br />3) Recommends passage of Ordinance No. 83-107, the agreement with Pipesavers, Inc., <br />for restoration of 2.7 miles of water line located in Lorain Road, under suspension <br />of rule requiring three readings. <br />4) Has been unsuccessful in auctioning off the house formerly occupied by the <br />Department of Human Resources. Would like Council's authorization to negotiate a <br />deal with anyone interested in purchasing this building. <br />Mr. Wilamosky moved Council authorize the Mayor to negotiate the sale of the house <br />current.ly used by the Department of Human Resources, at the highest and best <br />possible price of£ered, second by Mrs. Saringer, unanimously anproved. <br />Finance Director Boyle reported: 1) TJould ask that Ordinance r1o. 83-105 and 83-106, <br />involving note sales on service equipment and the telephone system, be passed under <br />suspension of rule requiring three readings. <br />2) Also, would ask that Ordinance No. 83 104, special assessment payof.fs, be nassed <br />tonight so that it can be recorded at the County Recorder's office and these people <br />will not be billed at the end of the year. <br />4D 3) Sewer billing from the City of Cleveland was received for the last quarter; they <br />are currently withholding, from the City of North Olmsted, $47,645.56 to be applied <br />against delinquent sewer bills. TJorth Olmsted averages approximately $800 to $940 <br />in delinquencies per year. Tdould like to meet with Council and the Administration <br />to discuss- feels some action will have to be taken. <br />?? ?
