<br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL
<br />OF THE CITY OF NORTH OLMSTED
<br />AUGUST 29, 1983
<br />Present: President James Boehmer, Councilmen Bierman, McKay, Petrigac,
<br />Saringer, Wilamosky.
<br />Also present: Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance
<br />Director Edward Boyle, Safety Director Eugene Petre, Service
<br />Director Joseph Corrigan, Director of Budget and Management
<br />Paul Gareau, Clerk of Council Florence Campbell.
<br />Absent: Councilmen Logan and Woerpel.
<br />Special Meeting of Council was called to order by President Boehmer at 7:40 P.M.
<br />Mrs. Petrigac, Chairman Long Range Planning Comaittee reported: 1) Committee met
<br />to discuss a change in the ma.p in regard to the Connnunity Development Block Grants.
<br />Mrs. Petrigac moved that for the fiscal year of 1983, the Community Development
<br />Block Grant disbursements be as follows: Town Hall rehabilitation and preservation,
<br />$15,000; Charles B. Lewis Memorial Park, $30,000; parking for Senior Citizens and
<br />handicapped at the North Olmsted Senior Citizen Center, Phase II, $28,000; Vincent
<br />Drive Street Improvement -$1,500; Fleharty Road Street Improvement -$6,994;
<br />Bailey Road Street Improvement, $5,994; second by Mrs. Saringer, unanimously approved.
<br />2) Mrs. Petrigac suggested that Council should hold another meeting to discuss the
<br />parking area plans for the Senior Citizens Center.
<br />Mr. Bierman asked Service Director Corrigan if he planned to add a solid white line
<br />on both sides of the middle drive to delineate the drive from the parking area.
<br />Mr. Corrigan stated the Service Department is planning to do this project; is
<br />presently putting a pad down for a salt dome; this will be the next project.
<br />Mr. McKay, Chairman Public Safety, Health and Welfare Committee as well as Environ-
<br />mental Control Committee reported: 1) Moved Council approve a D2, D2X, D3, D3A and
<br />D3X liquor permit transfer from ToMar, Inc., dba Dover Center Lounge, 27092 Lorain
<br />Road, to Cleveland Copa, Inc., dba Dover Center Lounge, 27092 Lorain Road, second
<br />by Mr. Bierman, unanimously approved.
<br />2) Discussed with Ed Schaeffer, Planning Design Coordinator, from Mr. Warren Smith's
<br />Columbus office, the planting of trees on Grace Road, which some residents are afraid
<br />will end their efforts to obtain noise barriers. Mr. Schaeffer advised this would
<br />have no bearing on the decision either way. Advised Mr. Schaeffer the trees would be
<br />funded by Community Development Block Grant money; permits had been obtained by North
<br />Olmsted and submitted. Mr. Schaeffer stated it would be cheaper to buy the homes in-
<br />volved than it would be to build noise barriers. Have contacted Mr. Gallito to have
<br />Mr. Smith visit the area. Mrs. Petrigac and Mr. McKay contacted the residents in
<br />the area; the residents on the north side of 1480 do not want trees planted; majority
<br />of residents on the south side do want the tree planting.
<br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Cor¢nittee met on
<br />August 22nd and discussed Ordinance No. 83-93. Earlier this evening, in caucus,
<br />submitted some changes on Page T?ao, Section 3. Changes have been made and Coaanittee
<br />has no objection to the ordinance.
<br />2) Committee discussed Ordinan ce No. 83-73, the appropriation ordinance, and have
<br />added $2,250 in changes. The changes were made after a review of wages of personnel
<br />earn3.ng less than $10,000 a year. Committee has no objection to the amended ordinance.
<br />3) Committee also discussed Ordinance No. 83-100, non-uniform personnel of the Police
<br />Department; Ordinance No. 83-104, cancellation of special assessments; Ordinance No.
<br />83-105 and 83-106, note ordinances, and Comanittee has no objection.
