MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 19, 1983 <br />Present: President James Boehmer, Councilmen Bierman, Logan, McKay, <br />Petrigac, Woervel. <br />Also present: Mayor Robert Swietyniowski, Finance Director Edward Boyle, <br />Service Director Joseph Corrigan, Director of Budget and <br />Management Paul Gareau, Clerk o€ Council Florence Campbell. <br />(Safety Director Eugene Petre also present later in the meeting.) <br />Absent: Councilmen Saringer and Wilamosky. <br />Meeting was called to order by President Boehmer at 8:00 P.M. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the Regular Council Meeting of July 5, 1983, were approved. <br />Minutes of the Special Council Meeting of July 12, 1983, at 7:30 P.M., were approved. <br />Minutes of the Public Hearing of July 12, 1983, were approved. <br />Minutes of the Special Council Meeting of July 12, 1983, at 8:00 P.M., were approved. <br />Minutes of the Special Council Meeting of July 14, 1983, were approved. <br />President Boehmer announced that a Special Meeting of Council has been scheduled <br />for Tuesday, July 26th, at 8:00 P.M, at which time Ordinance No. 83-76, relating <br />to the establishment of a Division of Aging and Ordinance No. 83-83, relating to <br />the establishment of the Department of Budget and Management, would be given third <br />reading. <br />Mayor Swietyniowski reported: 1) North Olmsted Senior Citizens' Center has been <br />selected to be the west Cuyahoga County site for the Western Reserve Area Agency on <br />Aging's area plan hearings. Sueh hearings are required every three years; this <br />year's date is Tuesday, August 16, 1983. <br />2) Bids on the construction of Dover Center Road will be opened on July 26th. <br />3) Announced that a sprinkling ban had been in effect over the weekend and would <br />continue through Friday, July 22nd. <br />4) With respect to the cleaning and relining of the water line on Lorain Road, from <br />Porter Road to the western end of North Olmsted, has talked with a Chicago ffrm, <br />Pipe Savers, Incorporated. Has received a quotation of $62,000, less than 10% af <br />the estimated cost for cleaning and relining. Will be sending packets to Council <br />with information regarding the procedure for discussion in coffinittee. Hopefully, <br />will have legislation prepared to go on first reading at the Special Cauncil Meeting <br />on July 26th. <br />Mrs. Petrigac asked what would happen if people continued to sprinkle during a <br />sprinkling ban; is there a fine? Mayor replied the Police Department was going <br />around and if sprinkling was going on, they advised that a ban was in affect. If <br />people continued to sprinkle after being warned not to, they were issued a citation <br />which is a minor misdemeanor and then it was up to the judge to set the fine. <br />4D Service Director Corrigan advised: 1) Union negotiations with the local AFSCME <br />chapter are continuing into a 30 day extension period. Primary problem is the <br />existing ambiguity which exists relative to the City's Blue Cross/Blue Shield <br />hospitalization coverage. Bid opening on alternate coverage will be on August 3rd.
