<br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL
<br />OF THE CITY OF NORTH OLMSTED
<br />JULY 14, 1983
<br />Present: President James Boehmer, Councilmen Bierman, McKay, Petrigac,
<br />Saringer, Wilamosky, Woerpel.
<br />Also present: Mayor Robert Swietyniowski, Law Director Michael Garesu,
<br />Safety Director Eugene Petre, Service Director Joseph Corrigan,
<br />Director of Budget and Management Paul Gareau, Clerk of Council
<br />Florence Caapbell.
<br />Absent: Councilman Logan.
<br />Special Meeting of Council was called to order by President Boehmer at 8:00 P.M.
<br />Mr. Wilamosky, Chairma.n Finance Committee reported: 1) Committee discussed Ordin-
<br />ance No. 83-31 with Chief Taylor, Chief VanKuren, Director Petre, Fire Fighter Ed
<br />Bak and Police Officer Steve Wolf. Some questions were raised regarding Ordinance
<br />No. 83-31 and hopefully those questions have been answered and resolved. Coumittee
<br />made some recommendations with respect to amendments. Council received amended
<br />copies of the legislation but with the volume of amendments that were made, one
<br />further change was made. On Page Three, Subsection (SS), waa changed from ten (10)
<br />days to read "twelve (12) duty days". Apologizes for omitting this from the other
<br />auendments that the Clerk was asked to make. Committee has no objection to Ordin-
<br />ance No. 83-31, as amended.
<br />2) Committee also discussed Ordinance No. 83-81 and 83-82 which deal with the
<br />organization and the salary for the Fire Department and the Police Department;
<br />Committee has no objection to this legislation as amended.
<br />3) We also discussed with Finance Director Boyle and Budget Director Gareau the
<br />proposed 1984 budget, which basically reflects, over and above 1983, revenue ex-
<br />ceeding $1,000,000 over 1983 with siinilar expenditures. Are looking at an esti-
<br />mated revenue in 1984 of $7,129,000 and expenditures the saime. Significant differ-
<br />ence there is primarily in the area of Administrative wages in the amount of about
<br />$86,000; variance in Police wages of about $160,000; Fire wages of about $209,000;
<br />Human Resources approximately $14,000 and Capital Improvements about $150,000 over
<br />and above 1983. The basic summary of the budget, the Administrative area of the
<br />budget, covering the Mayor's office, the Finance office, Law Department, Safety,
<br />Civil Service, Service Department, Budget and Management and Council, is approximately
<br />$781,000. We have, in the Police Division, Fire Division, Service Department,
<br />,Building Department, Engineering Department and Human Resourees, approximately
<br />$6,501,000. Other funds, such as the Street Ma.intenance Fund, State Highway,
<br />Casualty Loss and the like, approximately $12,502,000, with a total estimated 1984
<br />budget of $19,004,233.
<br />President Boehmer announced that Ordinance No. 83-92, amending Section 163.02 of the
<br />Codified Ordinances entitled "Director and Employees" of Chapter 163 entitled
<br />"Department of Huma.n Resources", has been removed from tonight's agenda. Ord3.nance
<br />No. 83-31, dealing with employee vacations; Ordinance No. 83-81, Fire Department
<br />wages; and Ordinance No. 83-82, Police Department wages were added to the agenda.
<br />Mrs. Saringer moved Council amend the agenda to allow her Legislation Committee
<br />Report of July 12th, second by Mrs. Petrigac, unanimously approved.
